HomeMy WebLinkAbout08/22/94Hastings Planning Commission Meeting of August 22, 1994 The regular meeting of the Hastings Planning Commission was called to order by Commissioner Bolesworth at 7:18 p.m. Commissioners Present: Bolesworth, Onnen, Flom and Bateman Commissioners Absent: Schommer and Reinardy Staff Present: Community Development Director Wozniak and City Planner Czech MINUTES Commissioner Bolesworth called for additions and corrections to the meeting minutes of July 25, 1994. There being no additions or corrections the minutes were approved. SETBACK VARIANCE-1303 EAST THIRD STREET Czech reviewed staffs August 1, 1994 memorandum to the Planning Commission concerning a request by Ken Macheska for approval of a 15 foot variance to the required front yard setback of 25 feet so as to allow a 10 foot setback for a home at 1303 East Third Street. The Planning Commission discussed issues relating to the variance request including, but not limited to, the type of rock found on the property and the use of an existing foundation. Commissioner Bateman moved, Commissioner Onnen made a second, to recommend approval of a 15 foot variance to allow a new home to be constructed 10 feet from the front/south property line based on findings that utilizing the existing foundation is necessary because of a physical hardship due to rock being located on the property. Upon vote taken, Ayes, 3; Nays, 1 (Flom). PUBLIC HEARING REZONE AND SPECIAL USE PERMIT (DREDGE SPOILS SITE)- KINGS COVE Wozniak reviewed staffs August 16, 1994 memorandum to the Planning Commission concerning a request by Bill King, Sr. of Kings Cove Marina for approval of a rezone and special use permits to allow dredge spoils disposal on property located east of Highway 61 and north of the Mississippi River. Commissioner Bolesworth opened the public hearing at 7:54 p.m. There being no one to address the issue the public hearing was closed. The Planning Commission discussed issues relating to the proposed rezone including, but not limited to, reasons for the rezone and floodway versus flood fringe requirements. Len Kramer of Bar Engineering who represents Kings Cove was present at the meeting and addressed questions raised by the Planning Commission. UPDATES/OTHER BUSINESS ADJOURNMENT Commissioner Onnen moved, Commissioner Bateman made a second, to recommend approval of the rezoning of the Kings Cove property from the Floodway District to Flood Fringe District with underlying "Agriculture" zoning classification for that portion of land legally described in Exhibit "F" of staffs August 16, 1994 memorandum. Upon vote taken, Ayes, 4; Nays, 0. The Planning Commission discussed issues relating to the special use permits including, but not limited to, location of underground utilities, future plans for dredge spoils and the requirements for an environmental assessment worksheet. Commissioner Bateman moved, Commissioner Bolesworth made a second, to recommend approval of the Flood Plain and Shoreland Management Area special use permits to allow the Kings Cove dredge spoils project. Upon vote taken, Ayes, 4; Nays, Czech reviewed City Council actions relating to planning matters which occurred at the August 1st and 15th, 1994 City Council meetings. Wozniak provided an update of the condominium project at 109 Ramsey Street. Commissioner Onnen inquired about a drainage issue in Carl Park. Commissioner Bateman moved, Commissioner Flom made a second, to adjourn the meeting at 8:41 p.m.
