IV. BUSINESS A. COVID-19 - Financial Assistance for Local Businesses Please see the attached memo including recommendations for near-term strategies. B. Resolution: Defer Payments on HEDRA Loans Please see the attached memo and resolution taking action to defer payment and interest accrual on HEDRA Loans during the current COVID Pandemic. C. Panache Cidery Please see the attached Memorandum concerning a request from Panache via a March 25th email. D. Website Update On April 7th, a significant update of the City website will go live including a new and improved economic development subsite. Rusty Fifield will provide a tour of the new website at the meeting. HEDRA Agenda Notes April 9, 2020 Page 2 V. REPORTS AND INFORMATION A. The Confluence Information to be presented at the meeting. B. Downtown Property Utilization Study We have been working with our consultants at the Cunningham Group to complete the preliminary evaluation of the five sites in the Downtown Property Study. We are in the process of reviewing the preliminary evaluation, obtaining some follow-up work and preparing preliminary findings and recommendations. This information will be presented to the HEDRA Board at the May meeting. C. Development Update  On April 6th the City Council will review a rezoning and comprehensive plan amendment application from Mint Development (Rob Barse) to create a 120 unit continual care senior facility providing independent, assisted, and memory care services. The building would be located on the Patrick Schmitt Property at 1190 County Road 47. Upon action by the Planning Commission, the City Council would review in April.  Chad Smurawa has closed on sale of property along Lightbourn Court for construction of a mini storage business.  A Special Use Permit for United Promotions to move their existing operation from 1206 North Frontage Road to the former Caturia Smidt Funeral Home at 201 East 7th Street will be reviewed by the Planning Commission on April 13th, and by the City Council on April 20th.  An Interim Use Permit for United Heroes League to construct a challenge course (obstacle course) and temporary parking lot along County Road 54 will be reviewed by the Planning Commission on April 13th, and by the City Council on April 20th. HEDRA Agenda Notes April 9, 2020 Page 3  Final Plat of Wallin 18th Addition consisting of 11 single family lots northeast of General Sieben Drive and Rivershore Drive will be reviewed by the Planning Commission on April 13th, and by the City Council on April 20th.
