HomeMy WebLinkAbout07/14/97Hastings Planning Commission Minutes of July 14, 1997 Commissioner Schommer opened the meeting at 7:00 p.m. Commissioners Present: Schommer, Flom, Bolesworth, Strauss, and Donndelinger. Staff Present: Wozniak & Grossman. Minutes: Commissioner Schommer called for corrections or changes to the June 23, 1997 meeting minutes. There being no changes or corrections the meeting minutes were approved. Review of proposed Heritage Preservation Site (historic district) Heritage Preservation Commission staff person, John Grossman presented background information to the Planning Commission regarding the work that has been undertaken by the City to pursue designation of a new historic district. John described a 12 block area (see map) between Ashland Street and Tyler Street and between 5~ Street and 8th Street which the HPC is recommending for designation. Numerous comments were made by Planning Commissioners regarding the importance of recognizing Hastings historic heritage. Commissioner Strauss moved and Commissioner Flom made a second to recommend that the City Council designate the Old Hastings Historic District (legally described in Resolution 1-97 of the City of Hastings Heritage Preservation Commission) as a Hastings Heritage Preservation Site. Upon vote taken, Ayes, 5; Nays, 0. Public Hearing: Hastings Housing Coalition - Preliminary Plat/Final Plat/PRD Plan Community Development Director Wozniak presented background information regarding the proposed plat. Commissioner Schommer opened the public hearing at 7:20 p.m. Comments were received in support of the proposed subdivision/PRD from numerous individuals including: Harold Featherstone, Judith Kemmett, Mary Kochak, and Pat Handlsson. Mr. Featherstone requested that the Planning Commission consider recommending waiver of park dedication fees because the purpose of the project is to create affordable housing. Commissioner Strauss moved and Commissioner Bolesworth made a second to recommend approval to the Hastings City Council of the Hastings Housing Coalition Preliminary Plat subject to the following recommendations: Modification of the proposed utilities plan and driveway/parking area design to conform with recommendation of Public Works Director Montgomery. Review and modification of the utilities plan (hydrant locations) and layout of the driveway/parking area to conform with recommendations of City Fire Marshall, Mark Holmes. 3. Consideration of the NRRC and City to waive park dedication requirements for the plat. Recognition of the Hastings Housing Coalition preliminary plat as a Planned Residential Development Plan (PRD) to accept and authorize the proposed mix of residential and office use to include two twinhomes (4 residential units), @2500 sq. ft. of commercial office space, and up to 6 residential units of transitional housing. The transitional housing shall generally be described as a form of congregate living with common kitchen and living room areas shared by up to four two-bedroom suites. Upon vote taken, Ayes, 5; Nays, 0. Adjournment: Commissioner Bolesworth moved and Commissioner Donndelinger made a second to adjourn the meeting at 8:20 p.m.
