Minutes of February 24, 1997
Commissioner Onnen opened the meeting at 7:00 p.m.
Commissioner Present: Schommer, Strauss, Boleswotth, Flom, Harrington and Onnen.
Staff Present: Community Development Director Wozniak.
Minutes:
Commissioner Onnen called for additions or corrections to the January 27, Planning Commission
meeting minutes. There being no changes the meeting minutes were approved.
Site Plan - Three Rivers Manufactured Home Park - 5th Addition:
Community Development Director Wozniak presented background information regarding the
Three Rivers Manufactured Home Park - 5th Addition Site Plan. Ken Grund (owner) provided
additional information regarding storm shelter requirements.
Commissioner Strauss moved and Commissioner Bolesworth made a second to recommend
approval to the City Council of the Three Rivers Manufactured Home Park - 5th Addition Site
Plan subject to the following conditions:
Modification of the site plan prior to consideration by City Council to address staff
recommendations as outlined in Public Works Director Montgomery's February 21, 1997
memo (Planning File ~97-5).
The proposed structures and accessory items including, but not limited to, streets and
utilities shall be completed pursuant to the approved site plan. Upon request for occupancy
of any manufactured home, all uncompleted items contained within the site plan shall be
addressed pursuant to the escrow requirements contained within the site plan review
provisions of the City's Zoning Ordinance.
The developer shall plant one "boulevard" tree for each manufactured home site. Theses
trees shall be at least two inches in diameter at the base and the species of the tree should
be on the list of approved trees prepared by the City Forester. A cash escrow shall be
required to guarantee proper installation of any unplanted tree before occupancy of any
units will be allowed.
The applicant/developer shall provide the City with as-builts of Phase V utilities and
streets.
Submittal of a landscape plan prior to consideration by City Council which includes tree
plantings along the west and south boundaries of the 5th Phase which are consistent with
the tree plantings currently in place along the west boundary of the Three River
Manufactured Home Park Property.
Upon vote taken, Ayes, 6; Nays, O.
Wallin 5th Addition - Public Hearing/Rezone:
Commissioner Onnen opened the public hearing at 7:20 p.m. There being no comments the
public hearing was closed.
Commissioner Harrington moved and Commissioner Bolesworrh made a second to recommend
approval to City Council of an ordinance to rezone property being platted as Wallin 5th Addition
from AG (Agriculture) to R-1 (Single Family Residence).
Wallin 5th Addition - Final Plat:
Commissioner Schommer moved and Commissioner Harrington made a second to recommend
approval to the City Council of the Wallin 5th Addition final plat subject to the following
conditions:
1. The final plat hard shells must be consistent with the approved final plat.
2. The final approval of the final plat is contingent on the rezoning of the property to R- 1.
The developer shall pay $9120..00 in interceptor sewer charges prior to the City signing any
final plat.

The developer shall submit a landscape plan showing the cul-de-sac island required for the
Stonegate Court The developer shall also be responsible for proving that the island will be
maintained by some means other than through City involvement.
The developer shall plant one "boulevard" tree and one front yard tree per lot. These trees
shall be at least two inches in diameter at the base and the species of the tree should be on the list
of approved trees Created by the city Forester. This requirement is consistent with what the
city has been requiring in other areas. An escrow is required for any unplanted trees before
occupancy of any units without trees is allowed.
Upon vote taken, Ayes, 6; Nays, O.
Wallin 6th Addition - Public Hearing/Comprehensive Plan Amendment/Rezone/Final Plat
Commissioner Onnen opened the public hearing at 7:50 p.m. There being no comments the
public hearing was closed.
Commissioner Flom moved and Commissioner Bolesworth made a motion to make the following
recommendations:
Recommendation to City Council of approval of a Comprehensive Plan Amendment to
include the property to be platted as Wallin 6th Addition in the Municipal Ufoan Service
Area (MUSA) and to re-classify the property from Rural to U-1 (Urban Residential) on the
Year 2000 Comprehensive Plan Land Use Map.

Recommendation to City Council of approval of rezoning of the property to be platted as
Wallin 6th Addition from AG (Agriculture) to R-3 PRD (Planned Residential
Development).
Recommendation to City Council of approval of the Wallin 6th Addition fmal plat subject
to the following conditions:

plat approval shall be contingent upon approval of a Comprehensive Plan
Amendment to include the subject in the MUSA and to re-classify the property to
U- 1 Urban Residential.
b. plat approval shall be contingent upon rezoalng of the property to R-3 PRD.
c. The final plat hard shells must be consistent with the approved plat.
The developer shall pay an interceptor sewer fee of $11,115.00 ($285/unit). If the
per unit fee is adjusted by the City prior to payment, the developer shall be required
to pay the rote being used at the time the fee is paid.
e. The hard shells of the final plat shall be modified as follows:
the 20 foot wide drainage and utility easement between Lots 16 & 17,
Block 1, shall be expanded to 30 feet in width to accommodate both
sanitary sewer and storm sewer mains.
the 10 foot wide drainage and utility easement on the west property line of
Lot 12, Block 2, must be expanded to 15 feet, and a 15 foot wide easement
must be platted across the east boundary of Outlot B to accommodate
required utility mains.
a drainage and utility easement over all of Outlot A must be identified on
the plat.

Documentation shall be provided that the privately owned ponding area (Outlot A)
shall be privately maintained by a development association and not the City.
Submission of a low maintenance landscape plan for the required Carleton Place
Cul-de-Sac Island to approved by the Community Development Director prior to
release of the plat hard shells by the City.
Documentation shall be provided that the landscape of the Carleton Place Island
shall be privately maintained under an association agreement.

Nomination/Election of Officers:
Commissioner Schommer moved and Commissioner Flom made a second to elect Commissioner
Onnen to serve as Planning Commission Chair until February 1998.
Motion carried.
Commissioner Bolesworth moved and Commissioner Ounen made a second to elect
Commissioner Schommer to serve as Planning Commission Vice-Chair until February 1998.
Motion Carded.
