HomeMy WebLinkAbout02/13/95Hastings Planning Commission Meeting of February 13, 1995 The regular meeting of the Hastings Planning Commission was called to order by Commissioner Reinardy at 7:00 p.m. Commissioners Present: Bateman, Bolesworth, Harrington, Onnen, Reinardy & Schommer Commissioners Absent: Flom Staff Present: Community Development Director Wozniak Minutes Commissioner Reinardy called for additions or corrections to the meeting minutes of December 27, 1994. There being no additions or corrections the minutes were approved. HOME OCCUPATION 803 WEST 2ND ST. Wozniak reviewed staff' s memorandum to the Planning Commission concerning a request by John Neal for approval of a home permit that woulud allow him a private investigation service at 803 West 2nd Street. Commissioner Bateman moved, Commissioner Harrington made a second, to recommend approval of the home occupation permit subject to Mr. Neal complying with all home occupation standards including, but not limited to, a basic fire protection inspection by the Fire Marshall. Upon vote taken, Ayes, 6; Nays, 0. PUBLIC HEARING COMP. PLAN AMENDMENT HWY.55 & GENERAL SIEBEN DRIVE Wozniak reviewed background information and staff recommendation regarding the Comprehensive Plan Amendment request of I.S.D. #200 to reclassify approximately 40 acres situated at the west City limits on the south side of Hwy. 55 from Urban Residential II to Commercial plan classification. Commissioner Reinardy opened the public hearing at 7:10 p.m. Mayor Michael Wemer spoke in favor of the proposed Comprehensive Plan Amendment citing the surrounding land uses as making the proposed Commercial classification a rational land use change. There being no further comments from the audience, the public hearing was closed at 7:17. PUBLIC HEARING PRELIM./FINAL PLAT ~ COUNTRY SUITES ADDITION UPDATES/OTHER BUSINESS Commissioner Harrington moved, Commissioner Bolesworth made a second, to reconunend to City Council approval of a Comprehensive Plan Amendment that re-guides 39.66 acres of School District property from Urban Residential II to Commercial (refer to the description sketch prepared by Dwyer and Associates, Inc., (Drawing No. 95-009)). The Comprehensive plan is subject to review by the Metropolitan Council. Upon the vote taken, Ayes, 6; Nay, 0. Wozniak reviewed background information and staff recommendations regarding the Country Suites Addition. Reinardy opened the public hearing at 7:25 p.m. There being no one wishing to make comment the hearing was closed at 7:26 p.m. Commissioner Schommer moved, Commissioner Bateman made a second, to recommend approval to City Council of the preliminary/ final plat for Country Suites Addition subject to the following: That the final plat hardshells conform to the preliminary plat. That the applicant record a permanent ingress and egress easement against the most northerly 33 feet of Lot 1, Block 1, Country Suites Additions prior to the City issuing a Certificate of Occupancy for the motel. That the applicant adhere to all conditions of the approved site plan. That the applicant shall pay the required plat fee of $310.00 prior to the city signing the final plat. Upon vote taken, Ayes, 6; Nays, 0. Wozniak informed the Planning Commission of the the "revised" Planning Commissioner Selection Policy approved by the City Council at its February 6, 1995 meeting. The Commissioner was also informed that its Annual Meeting to elect Commission Officers would be held at the next Planning Commission Meeting. ADJOURNMENT Commissioner Schommer moved, Commissioner Bateman made a second, to adjourn the meeting at 7:40 p.m.
