Meeting of September 25, 1995
The regular meeting of the Hastings Planning Commission was called to order by Commissioner
Reinardy at 7:00 p.m.
Commissioners Present: Schommer, Flom, Bolesworth, Onnen and Reinardy
Commissioners Absent: Bateman and Harrington
Staff Present: City Planner Czech
MINUTES
Commissioner Reinardy called for additions or corrections to the
meeting minutes of September 11, 1995. There being no
additions or corrections the minutes were approved.
HOME
OCCUPATION
PERMIT -
901 W. 5TH ST.
Czech reviewed staff's September 12, 1995 memorandum to the
Planning Commission concerning a request by Lu Ann Braun for
approval of a home occupation permit to allow her a
computerized bookkeeping and word processing business at 901
West 5th Street.
Commissioner Flom moved, Commissioner Onnen made a
second, to recommend approval of the home occupation permit
subject to Ms. Braun complying with all home occupation
standards including, but not limited to, a basic fire protection
inspection by the Fire Marshall.
Upon vote taken, Ayes, 5; Nays, O.
PUBLIC HEARING-
PRELIMINARY/
FINAL PLAT -
SINTA ADDITION
Czech reviewed staff' s September 12, 1995 memorandum to the
Planning Commission concerning a request by Graus Builders,
Incorporated for approval of a preliminary/final plat called Sinta
Addition. Czech noted that the proposed plat would create 12
townhome units (two 4-unit and two 2-unit dwellings).
Commissioner Reinardy opened the public hearing at 7:05 p.m.
Mike Balk of 325 Whispering Lane was presem at the meeting
and inquired about the values of the proposed townhomes and
whether Lots 4 & 6, Block 3, Williams 1st Addition would
remain single family lots.
Jeff Thompson of Graus Builders, Incorporated was present at the
meeting and indicated that the value of the proposed townhomes
would range from approximately $150,000 to $160,000. Mr.
Thompson showed the Planning Commission and audience an
elevation drawing of their proposed 4 unit townhomes. Mr.
Thompson indicated that there would be a home owners
association for all 12 townhomes. Mr. Thompson also indicated
that they owned Lots 6 & 7, Block 3, Williams 1st Addition and
that they will build single family homes on these lots.
David Goehring of Goehring Amhitects, Saint Paul was present at
the meeting and indicated that he is preparing the design plan for
the proposed townhomes. Mr. Goehring indicated that they are
committed to designing a higher value townhome.
There being no other comments from the audience, the public
hearing was closed at 7:17 p.m.
The Planning Commission discussed issues relating to the
preliminary/final plat including, but not limited to, the location of
the 4-unit and 2-unit townhomes and the common area.
Commissioner Schommer moved, Commissioner Bolesworth
made a second, to recommend approval of the preliminary/final
plat for Sinta Addition as shown on the preliminary plat dated
September 8, 1995 subject to the following conditions:
a. The final plat hardshells shall be consistent with the approved
preliminary plat.
b. That the developer shall pay $3,240.00 ($270.00 per unit) for
interceptor sewer charges (ISC) before the city signing final
plat hardshells. If the City increases the ISC before receiving
final plat hardshells, the applicant will be responsible for the
higher ISC.
c. That all mailboxes for Lots 2-5, Sinta Addition shall be
located in one central location.
d. That all mailboxes for Lots 6-13, Sinta Addition shall be
located in one central location.
e. That the developer shall follow all comments indicated in
Tom Montgomery's September 18, 1995 memorandum.
f. That the applicant shall submit a site plan before constructing
any four-unit townhomes.
Upon vote taken, Ayes, 5; Nays, 0.
UPDATE/OTHER Czech reviewed City Council actions concerning planning related
BUSINESS matters.
ADJOURNMENT
Commissioner Flom moved, Commissioner Onnen made a
second, to adjourn the meeting at 7:35 p.m.
