Item: Preparation for March 16 City Council/HEDRA Workshop
Action Requested
1. Review and discuss information to be presented at March 16 City Council/HEDRA
Workshop.
Background
The City Council and HEDRA Board will hold a joint workshop on March 16. The purpose of the
workshop is to discuss information from HEDRA to be used as background for an upcoming
Council/Staff Retreat.
We are proposing that the Focus Issues for 2020 approved at the December meeting serve as the
basis for this input. At the March 12 meeting, we will review the focus issues and determine if
any changes are needed. Also, consider what guidance you would like to receive from the City
Council related to housing, redevelopment, business development, or any other aspect of our
Strategic Plan. This approach will be modified to reflect your input and used for the presentation
at the workshop.
The chart in Attachment A will be used to guide our discussion.
For reference, the 2020 Focus Issues approved in December can be found in Attachment B.

Strategic Plan - Develop and implement strategies for addressing housing issues
related to economic development.
1. Complete report on housing needs for economic development in Hastings.
2. Determine HEDRA role in housing.
3. TIF and land use approval process for Schoolhouse Square Senior Housing.
4. Create and implement steps to provide new sites for single-family and multifamily housing
development.
Strategic Plan - Identify and act on opportunities to enhance the environment to
operate and locate business in Hastings.
1. Work with other stakeholders to create and implement steps to take advantage of opening of
The Confluence.
2. Actively pursue interest in development of 50-acre parcel in Business Park and if needed
determine options for alternative use of this property.
3. Initiate planning for future business park.
Strategic Plan - Create and implement strategies to effectively address
redevelopment opportunities.
1. Complete construction of The Confluence.
2. Complete Downtown Property Utilization Study and establish process for implementing
study recommendations.
3. Complete environmental cleanup of Block 1.
4. Prepare and recommend land acquisition strategy for HEDRA.
5. Conduct workshop for Board on redevelopment strategies in the Midtown and Vermillion
River districts of the Vermillion Street Corridor.
Strategic Plan - Solidify internal economic development functions.
1. Facilitate process for updating Strategic Plan to provide direction for 2021 Budget.
