IV. BUSINESS A. Open To Business Presentation Karen Schaffhausen from Open To Business will be in attendance to review activities. The City of Hastings participates with several Dakota County Cities in providing assistance to new and growing entrepreneurs. Further information on the program can be found at https://www.mccdmn.org/open-to-business. B. Approve Preliminary Land Sale and Concept Plan - Onyx Industries - 2951 Lightbourn Court Onyx seeks to acquire a 1.16 acre property at the end of Lightbourn Court to construct a 10,700 s.f. industrial manufacturing facility. Please see the attached memo for further information. C. Panache Cidery Staff has reviewed Panache’s financial information as stipulated in the Real Estate Option Agreement and recommends that the agreement be allowed to expire on April 30, 2020. Discuss March 16th Joint City Council HEDRA Meeting The City Council and HEDRA will hold a joint workshop on March 16th beginning at 5:30pm. The purpose of the workshop is to discuss information from HEDRA to be used as background for an upcoming Council/Staff Retreat. Please see the attached memo for further information. V. REPORTS AND INFORMATION A. The Confluence  Park and Landscaping Improvements  Lighting and railing have been added to the overlook deck.  Environmental - Wood Sealing and Encapsulation  Floor and beam scraping have been complete  Encapsulation is nearly complete,  Environmental - Vapor Intrusion Mitigation System (VIMS)  VIMS piping complete within the building.  Work will begin again upon installation of three phase power for testing.  Building Construction  Interior demolition is nearly complete. Work will begin shortly on the grand staircase. B. Downtown Property Utilization Study The Study is underway! Please see the attached memo for an update. C. Development Update  On March 9th the Planning Commission will review a rezoning and comprehensive plan amendment application from Mint Development (Rob Barse) to create a 120 unit continual care senior facility providing independent, assisted, and memory care services. The building would be located on the Patrick Schmitt Property at 1190 County Road 47. Upon action by the Planning Commission, the City Council would review in April.  On February 18th The City Council granted land use and TIF approvals for 90 units of affordable independent living senior housing at Schoolhouse Square.  On February 18th The City Council approved the annexation of 40 acres southwest of General Sieben Drive and Northridge Drive for creation of 120 new home site. Application for platting is anticipated shortly  On February 18th the City Council approved the Site Plan for Chad Smurawa for creation of a mini storage business on Lightbourn Court.
