Meeting of November 13, 1995
The regular meeting of the Hastings Planning Commission was called to order by Commissioner Reinardy
at 7:00 P.M.
Commissioners Present: Schommer, Flom, Bateman, Bolesworth, Harrington, Onnen and Reinardy

MINUTES
Commissioner Reinardy called for additions or corrections to the meeting
minutes of October 23, 1995. There being no additions or corrections the
minutes were approved.

Czech reviewed Staff's October 30, 1995 memorandum to the Planning
Commission concerning a request by Christine A. Nordin for approval ora
home occupation permit that would allow here a nutritional sales business at
415 West 7th Street.
Commissioner Bateman moved, Commissioner Bolesworth made a second,
to recommend approval of the home occupation permit subject to the
applicant complying with all home occupation standards including, but not
limited to, a basic fire protection inspection by the Fire Marshall.
Upon vote taken, Ayes, 7; Nays, 0.

Czech reviewed Staff's October 31, 1995 memorandum to the Planning
Commission concerning a request by Sharon Dally for approval ora home
occupation permit that would allow her a dog grooming business at 1021
Maple Street.
The Planning Commission discussed with staff and the applicant issues
relating to the home occupation permit including, but not limited to, the
number of cars parking at the home and the average length of time each car
is parked.
Commissioner Harrington moved, Commissioner Bolesworth made a
second, to recommend approval of the home occupation permit subject to
the applicant complying with all home occupation standards including, but
not limited to, basic fire protection inspection by the Fire Marshall.
Upon vote taken, Ayes, 7; Nays, 0.

Czech reviewed Staff's October 30, 1995 memorandum to the Planning
Commission concerning a request by Cn'aus Builders, Incorporated for
approval ora site plan for 12 townhome units located on West 4th Street
between Whispering Lane and Crestview Drive.
The Planning Commission discussed issues relating to the site plan
including, but not limited to, the site plan appeared to be a very good one
that would provide for nice homes.
Commissioner Bateman moved, Commissioner Flom made a second, to
recommend approval of the site plan for Sinta Addition (Lots l, 2 and 3,
Block 3, Williams First Addition) subject to the following conditions:
That the construction of the townhomes and related site plan
improvements shall be completed according to the approved site,
landscaping and building elevation plans. Occupancy of the
townhome units shall not take place until all site plan related
improvements have been completed. In the alternative, occupancy
of the units may be allowed if the developer provides the City a cash
escrow in an amount equal to 125% of the cost of the site plan
improvements remaining to be completed.
The final plat called Sinta Addition shall be recorded with Dakota
County prior to issuing any buildings permits.
Upon vote taken, Ayes, 7; Nays, 0.

The Planning Commission discussed various planning related matters.
Commissioner Onnen moved, Commissioner Bolesworth made a second, to
adjourn the meeting at 7:15 p.m.
