Minutes
The regular meeting of the Hastings Planning Commission was called to order by Commissioner Onnen at
7:00 p.m.
Commissioners Present: Bateman, Bolesworth, Harrington, Onnen and Strauss
Commissioners Absent: Flom and Schommer

MINUTES
Commissioner Onnen called for additions or corrections to the meeting
minutes of Fehruary 12, 1996. There being no additions or corrections the
minutes were approved.
RECERTIFY
HILLTOP HOMES
FIRST ADDITION
Czech reviewed Staff's February 28, 1996 memorandum to the Planning
Commission concerning a request by Hoffman & McNamara Company for
approval to recertify a preliminary/final plat called Hilltop Homes First
Addition.

Commissioner Harfington moved, Commissioner Bateman made a second,
to recertifij the preliminary/final plat called Hilltop Homes First Addition
subject to the final plat hardshells being consistent with the approved plat.
Upon vote taken, Ayes, 5; Nays, 0.
Czech reviewed Staff's February 22, 1996 memorandum to the Planning
Commission concerning a request by Duane R. Wallin for approval of a
rezone fi'om Agriculture to R-1 and preliminary/final plat for properly called
Wallin Second Addition.
Commissioner Onnen opened the public heating at 7:04 p.m. There being no
comments from the audience, the public hearing was closed.
The Planning Commission discussed issues relating to the request including,
but not limited to, the proposed cul de sac in Wallins Second Addition that
was a through street in the original 96 acre preliminary plat and the
rescinded 96 acre preliminary plat versus the new sketch plan.
Crreg Jablonske was present at the meeting and stated his reasons for liking
cul de sacs.

Commissioner Bolesworth moved, Commissioner Strauss made a second, to
re¢onarnend approval of' a rezone fi.om A~riculture to R-1.
Upon vote taken, Ayes, 5; Nays, 0.
Commissioner Harrington moved, Commissioner Bolesworth made a
second, to recommend approval of the prelimina~/final plat called Wallin
Second Addition subject to approval of the rezone from Agriculture to R-1
and the following conditions:
The final plat hardshells must be consistent with the approved
preliminary/final plat.
Before the city signs the final plat hardshells, the applicant will pay
the required interceptor sewer charge of $2,750.00.
The applicant agrees and understands that a four acre park land
dedication credit will go toward a furore park southwest of the
subject property and as shown on the February 5, 1996 sketch plan.
The developer will record a restrictive covenant or another
instrument acceptable to the city that requires maintenance of the cul
de sac island.
The developer will adhere to Public Works Director Tom
Montgomery's comments spelled out in his March 1, 1996
memorandum concerning Wallin 2nd Addition.
Upon vote taken, Ayes, 5; Nays, 0.
Czech reviewed City Council actions concerning planning related matters.
The Planning Commission inquired about recent and proposed
developments in the City.
Commissioner Bolesworth moved, Commissioner Strauss made a second,
the adjourn the meeting. The Planning Commission unanimously approved
adjournment at 7:15 p.m.
