HomeMy WebLinkAbout03/25/96HASTINGS PLANNING COMMISSION Minutes of March 25, 1996 Commissioner Schommer opened the public hearing at 7:00 p.m. Commissioners Present: Bateman, Bolesworth, Harrington, Schommer and Strauss Commissioners Absent: Flom and Onnen MINUTES Commissioner Schommer called for additions or corrections to the meeting minutes of March 11, 1996. There being no additions or corrections the minutes were approved. PUBLIC HEARING- SPECIAL USE PERMIT AND SITE PLAN ~ 1402 VERMILLION STREET Czech reviewed staff's March 5, 1996 memorandum to the Planning Commission concerning a request by Miller & Holmes, Incorporated for approval of a special use permit and site plan for two new pump islands and related improvements including an expansion to the canopy and parking lot at 1402 Vermillion Street. Commissioner Schommer opened the public hearing at 7:03 p.m. There being no comments from the audience, the public hearing was closed. Commissioner Bateman moved, Commissioner Bolesworth made a second, to recommend approval of the special use permit and site plan subject to the following conditions: The proposed structure and accessory items includ'mg, but not limited to, the parking lot landscaping shall be completed pursuant to the approved site plan. Upon request for occupancy of the building, all uncompleted items contained within the site plan shall be addressed pursuant to city code escrow requirements. Approval of the special use permit and site plan is contingent upon the Hastings City Council vacating the alley east of Eddy Street between West 14th and 15th Streets. Canopy lighting shall be reduced by at least 25 percent as compared to the existing canopy lighting. Furthermore, all other lighting shall have full (90 degrees) cutoffshields that prevent no light above a horizontal plane. The applicant shall submit a revised site plan and incorporate Public Works Director Tom Montgomery's comments listed as 1-4 in his March 4, 1996 memo concerning the M and H site plan before the city issues a building permit. The applicant shall install a solid (100 percent opaque) fence at least four feet in height along West 14th Street covering the entire width of Lot 3, Block 98, Town of Hastings. PUBLIC HEARING- REZONE (C-2 TO R-2) - 601/623 EAST SECOND STREET SKETCH PLAN- RIVERWOOD Upon vote taken, Ayes, 5; Nays, 0. Czech reviewed Staff's March 12, 1996 memorandum concerning a rezone initiated by the City of Hastings for approximately ~,5 acre of property located northeast of Lea and East Second Streets from C-2 Highway-Auto- Specialized Commerce to R-2 Medium Density Residence at 601/623 East Second Street. Commissioner Schommer opened the public hearing at 7:06 p.m. There being no comments from the audience, the public heating was closed. Commissioner Harrington moved, Commissioner Bolesworth made a second, to recommend approval ora rezone from C-2 to R-2 for Lots 5 & 6, Block 108, Town of Hastings. Upon vote taken, Ayes, 5; Nays, 0. Czech reviewed Staff's March 19, 1996 memorandum to the Planning Commission concerning a request by Siewert Construction Company for approval of a sketch plan for the balance of the Riverwood property located south of County Road 47 near Riverwood Drive. The Planning Commission discussed issues relating to the request including, but not limited to, the flood plain, storm drainage and wetlands. Dan Tilson who represents the applicant was present at the meeting and addressed questions raised by the Planning Commission including those relat'mg to floodplain and wetlands. Commissioner Bateman moved, Commissioner Strauss made a second, to recommend approval of the sketch plan dated February 19, 1996 as prepared by GGG Engineering, Surveying and Planning subject to the following conditions: The applicant agrees and understands that the city is approving only a sketch plan and that this does not guarantee approval of any future preliminary or final plats. The applicant agrees and understands that the city may deny or require modifications to any future preliminary/final plats if the city finds, during preliminmy plat review, that grading and utilities will create inefficiencies for the city. The developer understands and agrees that maintenance of all landscape islands with cul-de-sacs is the responsibility of property owners. UPDATES/OTHER BUSINESS The applicant shall adhere to Public Works Director Tom Montgomery's comments spelled out in his March 20, 1996 memo concerning the Riverwood Sketch Plan. The site plan is subject to review and approval by the DNR's Area Hydrologist. The city rescinds all previous sketch and/or concept plans for the subject property. Upon vote taken, Ayes, 5; Nays, 0. Czech reviewed City Council actions concerning planning related matters. Commissioner Strauss moved, Commissioner Bateman made a second, to adjourn the meeting at 7:30 p.m.
