HomeMy WebLinkAbout05/13/96Hastings Planning Commission Minutes of May 13, 1996 Commissioner Onnen opened the meeting at 7:00 p.m. Commissioners Present: Bolesworth, Flom, Harrington, Onnen and Strauss. Commissioners Absent: Batemen and Schommer. Staff Present: Community Development Director Wozniak MINUTES Commissioner Onnen called for additions or corrections to the April 22, 1996 meeting minutes. There being no additions or corrections the minutes were approved. SETBACK VARIANCE 300 WEST 10TH ST. Wozniak reviewed staff's May 14, memorandum concerning a 17 foot variance request to the required side comer setback of 20 feet for a garage. Commissioner Bolesworth moved, Commissioner Strauss made a second to recommend approval to the City Council of a 17-foot variance to allow a new garage to be constructed three fee from the east/side-comer property line based on findings that the applicant has satisfied the following variance criteria: That special conditions and circumstances exist which are peculiar to the land, structure, or building involved and which are not applicable to other lands, structures, or buildings in the same district. The literal interpretation of the City Code would deprive the applicant of rights commonly enjoyed by other properties in the same district under the terms of Chapter 10. That the special conditions and circumstances do not result from the actions of the applicant. That granting the variance requested will not confer on the applicant any special privilege that is denied by Chapter 10 to other lands, structures, or buildings in the same district. No non-conforming use of neighboring lands, structures, or buildings in the same district, and no permitted or non- conforming use of lands, structures, or buildings in other districts shall be considered grounds for the issuance of a variance. Upon vote taken, Ayes, 5; Nays, 0. DISCUSSION OF METROPOLITAN REGIONAL BLUEPRINT GROWTH OPTIONS REPORT UPDATES/OTHER BUSINESS ADJOURNMENT Wozniak presented a summary of issues relevant to Hastings regarding the Metropolitan Regional Blueprint report: "Growth Options for the Twin Cities Metropolitan Area". Discussion by the Commission ensued. Comments included the following: Commissioner Flom expressed an opinion that the "Growth Center" concept is already occurring in Hastings, evidenced by a substantial amount of attached housing constructed annually within the City; Commissioner Strauss expressed support for the "Growth Center" option on the basis of providing a mechanism to accommodate orderly growth while protecting the Metro Region's natural resoumes; Commissioner Harrington favored the "Growth Centers" option and expressed concern that selection of the "Concentrated" option might cause development to leap frog to rural areas; Commissioner Onnen expressed a preference for the "Growth Centers" option, while voicing a concern that the concept of "housing choice" be established as a priority regardless of which option is chosen by the Metropolitan Council; and, Commissioner Bolesworth commented that a high priority of regional planning should be to ensure that the costs for public infrastructure necessary to serve anticipated growth for the next quarter century are distributed between new development and existing taxpayers in an equitable manner. Wozniak indicated that comments expressed by the Commission would be forwarded to the City Council for its consideration prior to establishing a formal City position on this matter. No action was taken Wozniak updated the Commissioner on the status of the siting process for the proposed Southeast Regional Wastewater Treatement Facility. Commissioner Boleswoth moved, Commissioner Flom made a second to adjourn the meeting at 8:15 p.m.
