Minutes of June 10, 1996
Commissioner Onnen opened the meeting at 7:00 p.m.
Commissioners Present: Schommer, Strauss, Bolesworth, Flom, Harrington and Onnen.
Commissioners Absent: Bateman
Staff Present: Community Development Director Wozniak
MINUTES
Commissioner Ounen called for additions or corrections to the May 28,
1996, meeting minutes. There being no additions or corrections the
minutes were approved.
Commissioner Onnen called for additions or corrections to the May 13,
1996, meeting minutes. There being no additions or corrections the
minutes were approved.
PUBLIC HEARING

LOTS 4,5, & 6,
WHISPERING
MEADOWS
Wozniak presented a minor subdivision request involving Lots 4, 5, & 6,
Whispering Meadows. Commissioner Onnen opened the public hearing at
7:04 p.m. There being no one present in the audience the public hearing
was closed.
Commissioner Harrington moved, Commissioner Schommer made a
second to recommend approval to City Council of three minor subdivisions
to create two lots from each of Lots 4, 5 and 6, Block 1, Whispering
Meadows (legally described below) and subject to the developer adhering to
all comments listed in Tom Montgomery's May 28, 1996-memorandum
concerning Whispering Meadows Minor Subdivision - Twin Homes.
(Lot 4 split)
Westerly Tract:
That part of Lot 4, Block 1, WHISPERING MEADOWS, according to the
recorded plat thereof, Dakota County, Minnesota which lies southwesterly
of the following described line: Beginning at a point on the southerly line
thereof distant 56.00 feet southwesterly of the southeasterly comer of said
Lot 4; thence northwesterly at fight angles to said southerly lot line 118.78
feet to the northerly line of said Lot 4 and there terminating. Containing
6,734 square feet.
Easterly Tract:
That part of Lot 4, Block 1, WHISPERING MEADOWS, according to the
recorded plat thereo[,, Dakota County, Minnesota which lies northeasterly of
the following described line: Beginning at a point on the southerly line
thereof distant 56.00 feet southwesterly of the southeasterly comer of said
Lot 4; thence northwesterly at right angle to said southerly lot line 118.78
feet to the northerly line of said Lot 4 and there terminating. Containing
6,686 square feet.
(Lot 5 split)
Westerly Tract:
That part of Lot 5, Block 1, WHISPERING MEADOWS, according to the
recorded plat thereof, Dakota County, Minnesota which lies southwesterly
of the following described line: Beginning at a point on the southerly line
thereof distant 57.50 feet southwesterly of the southeast comer of said Lot
5; thence northwesterly at right angles to said southerly lot line 121.25 feet
to the northerly line of said Lot 5 and there terminating. Containing 6,936
square feet.
Easterly Tract:
That part of Lot 5, Block 1, WHISPERING MEADOWS, according to the
recorded plat thereof, Dakota County, Minnesota which lies north easterly
of the following described line: Beginning at a point on the southerly line
thereof distant 57.50 feet southwesterly of the southeast comer of said Lot
5; thence northwesterly at right angles to said southerly lot line 121.25 feet
to the northerly line of said Lot 5 and there terminating. Containing 7,008
square feet.

Westerly Tract:
That part of Lot 6, Block, WHISPERING MEADOWS, according to the
recorded plat thereof, Dakota County, Minnesota which lies southwesterly
of the following described line: Beginning at a point on the southerly line
thereof distant 57.50 feet southwesterly of the southeast comer of said Lot
6; thence northwesterly at right angles to said southerly lot line 123.75 feet
to the northerly line of said Lot 6 and there terminating. Containing 7,080
square feet.
Easterly Tract:
That part of Lot 6, Block 1, WHISPERING MEADOWS, according to the
recorded plat thereof, Dakota County, Minnesota which lies northeasterly of
the following described line: Beginning at a point on the southerly line
thereof distant 57.50 feet southwesterly of the southeast comer of said Lot

Upon vote taken, Ayes, 6; Nays, 0.
Wozniak presented a request modify the City of Hastings Comprehensive
Plan to slightly alter the MUSA boundary on a portion of the Wallin
property. Commissioner opened the public hearing at 7:12. There being no
one present in the audience the public hearing was closed.
Concerns were expressed by the Commission that subdivision development
plans may still be subject to change and that a MUSA boundary adjustment
should not be approved until the City is confident that the proposed street
and lot layout for the affected portion of the Wallin property will not change
significantly.
Commissioner Harrington moved, Commissioner Schommer made a
second to table consideration of Comprehensive Plan Amendment 96-13
(Wallin Property MUSA Boundary Adjustment) until the June 24, 1996
Planning Commission meeting to allow the Wallin Partnership further time
to refine a proposed preliminary plat.
Wozniak updated the Commission regarding Council action at its June 3,
meeting regarding a request to amend the Riverwood 6th Development
Agreement.
Commissioner Boleswonh moved, Commissioner Flom made a second to
adjourn the meeting at 7:45 p.m.
