IV. BUSINESS A. TIF District No. 8 - Real Estate Equities - Schoolhouse Square Senior Apartments 1. Resolution: Approving Certain Actions for TIF District No. 8 2. Resolution: Approve Modification to RLF for Marathon Properties - 214 East 2nd Street Please see the attached staff memo and resolutions for further information. C. The Confluence Update  Park and Landscaping Improvements  Lighting and railing have been added to the overlook deck  Environmental - Wood Sealing and Encapsulation  Floor and beam scraping have been complete  Encapsulation will be done in Spring, after utility work for building is complete; encapsulation should take 3-4 weeks for entire building.  Environmental - Vapor Intrusion Mitigation System (VIMS)  VIMS piping complete within the building.  Work will begin again upon installation of three phase power for testing.  Building Construction  Confluence plans to ramp up activities for construction on February 17th. B. Panache Cidery The 3rd extension to the Real Estate Option Agreement has been forwarded to Panache. As of February 6th, we have not received the signed agreement from Panache. C. Development Update  On February 18th The City Council will hold a public hearing to consider annexation of 40 acres southwest of General Sieben Drive and Northridge Drive for creation of 120 new home site.  The City Council approved a rezoning request for Shepherd of the Valley Church located at 1450 West 4th Street for the future creation of townhome units.  On February 18th the City Council will review a Site Plan for Chad Smurawa for creation of a mini storage business on Lightbourn Court.  A rezoning application to create a 120 unit senior housing facility located on north of County Road 47 and Riverwood Drive is expected shortly. The Planning Committee of Council gave favorable review to the conceptual plan.
