Minutes of December 23, 1996
Commissioner Onnen opened the meeting at 7:05 p.m.
Commissioners Present: Strauss, Bolesworth, Flom, Schommer, Harrington and Onnen.
Staff Present: Community Development Director Wozniak.
MINUTES:
Commissioner Onnen called for additions or corrections to the December 9,
1996, meeting minutes. There being no additions or corrections the
minutes were approved.

ADDITIONS
PRELIMINARY
Wozniak presented background information on the Bohlken Estates
4th & 5th Additions preliminary plat.
Commissioner Onnen opened the Public Heating at 7:05 p.m. Karen PLAT
Mattodam commented regarding the needed for a pedestrian trail
connection from Bohlken Drive to the existing pedestrian/bicycle trail
which runs along the Vermillion River. There being no further comments
the hearing was closed at 7:10 p.m.
Commissioner Schommer moved and Commissioner Bolesworth made a
second to recommend approval to the Hastings City Council of the
Bohlken's 4th and 5th Additions preliminary plat subject to the following
conditions:
The 5th Addition storm sewer is proposed to be constructed as part
of the 4th Addition improvements. Easements for these storm
sewer lines and the remaining South Park Drive right of way shall
be included as part of the 4th Addition final plat.
A temporary turnaround at the south end of South Park Drive within
the 4th Addition final plat shall be required.
Rezoning of the subject property from the Agriculture (AG) District
to the R-1 Single Family Residence or R-2 Medium Density
Residence District.
That City Council direct City staff to initiate discussions and
negotiations with Don and George Bohlken regarding the provision
of a pedestrian trail access from Bohlken Drive to the Vermillion
River Pedestrian/Bicycle Trail.
Upon vote taken, Ayes, 6; Nays, 0.

4th Addition final plat.

FINAL PLAT
Commissioner Bolesworth moved and Commissioner Flom made a second
to recommend approval to the Hastings City Council of the Bohlken Estates
4th Addition final plat subject to the following conditions:
The 5th Addition storm sewer is proposed to be constructed as part
of the 4th Addition improvements. Easements for these storm
sewer lines and the remaining South Park Drive right of way shall
be included as part of the 4th Addition final plat.
A temporary turnaround at the south end of South Park Drive within
the 4th Addition final plat shall be required.
Rezoning of the subject property from the Agriculture (AG) District
to the R-2 Medium Density Residence District.
Prior to City release of hard shell copies of the Bohlken's 4th
Addition final plat the plat shall be modified to include Right-of-
Way for that portion of South Park Drive which will be located
within Bohlken's 5th Addition.
Intemeptor sewer fees of $5,500.00 shall be paid to the City prior to
City release of hard shell copies of the plat.
Upon vote taken, Ayes, 6; Nays, 0.
SITE PLAN
RETAIL BLDG.
Wozniak presented background information regarding a site plan approval
request for a proposed retail building at 1250 South Frontage Rd.
Commissioner Harrington moved and Commissioner Schommer made a
second to recommend approval of the Retail Building Site Plan at 1250
South Frontage Rd. subject to the following conditions:
The proposed structure and accessory items including, but not
limited to, the parking lot and landscaping shall be completed
pursuant to the approved site plan. Upon request for occupancy of
the building, all uncompleted items contained within the site plan
shall be addressed pursuant to City Code escrow requirements.
The applicant shall submit a revised landscape plan reflecting the
installation of a new hedge or opaque fence, at least three feet high,
along the northwest and southwest sides of the parking lot. This
ADJOURNMENT
shall be done prior to City Council action.
The applicant shall submit a revised site plan incorporating Public
Works Director Montgomery's comments listed as 1-4 in his
December 16th, 1996 memo concerning the South Frontage Road
Retail Building site plan, prior to Council action.
Upon vote taken, Ayes, 6; Nays, 0.
Commissioner Bolesworth moved and Commissioner Flom made a
second to adjourn the meeting at 8:20 p.m.
