Home My WebLink About20200106 - CC Workshop Minutes Hastings,Minnesota City Council Workshop January 6, 2020 The City Council of the City of Hastings, Minnesota met in a workshop on Monday, January 6, 2020 at 5:30 p.m. in the Community Room at the Hastings City Hall, 101 East 4th Street, Hastings, Minnesota. Members Present: Mayor Fasbender,Councilmembers Balsanek, Braucks,Leifeld, Lund, Folch, Vaughan Staff Present: City Administrator Dan Wietecha Administrative Services Director Julie Flaten Police Chief Bryan Schafer City Attorney Dan Fluegel Others Present: Elyse Less, MN Tobacco-Free Alliance Dolores Pemble,Public Safety Advisory Commission Bryon Ascheman, Public Safety Advisory Commission Dave Pemble, ISD 200 School Board Mayor Fasbender called the workshop to order at 5:35 p.m. Chief Schafer provided a recap of the work to date by the Public Safety Advisory Committee and Public Safety Committee of the Council. Schafer also discussed impacts of the adoption of the federal law raising the legal age for purchase of tobacco products to 21. The new law deals only with the sale and not the use of tobacco products by those under the age of 21. Purpose of meeting is to review the proposed ordinance amendment on tobacco and consider modifications of penalties associated with the use and possession of tobacco products by those under the age of 21. City Council discussion on consequences to offender of being charged with a misdemeanor or petty misdemeanor, number of compliance checks done by Police Department, enforcement of proposed changes,how to handle neighboring jurisdictions ordinances/rules, following state and federal laws, and desire to keep ordinance changes easy to understand and enforce. Public Safety Committee of the Council will meet on Friday, January 10 at 8:15 a.m. to do a final review of the proposed ordinance prior to bringing forward to the City Council for consideration.
