HomeMy WebLinkAbout20200106 - CC Minutes Hastings,Minnesota City Council Minutes January 6,2020 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, January 6, 2020 at 7:00 p.m. in the Council Chambers at the Hastings City Hall, 101 East 4`h Street, Hastings,Minnesota. Members Present: Mayor Fasbender, Councilmembers Balsanek, Braucks, Folch, Leifeld,Lund and Vaughan Staff Present: City Administrator Dan Wietecha Administrative Services Director Julie Flaten City Attorney Dan Fluegel Community Development Director John Hinman Parks&Recreation Director Chris Jenkins Approval of Minutes Mayor Fasbender asked if there were any additions or corrections to the minutes of the Regular City Council meeting on December 2, 2019. Minutes were approved as presented. Council Items To Be Considered Councilmember Folch requested Item#11 be pulled from the Consent Agenda. The item was placed as Item#4 under Administration. The Planning Commission unanimously voted to recommend approval of the ordinance amendment which would transfer administration of the design standards to the Heritage Preservation Commission. Mayor Fasbender opened the public hearing at 7:04 p.m. Hearing no comments,Mayor Fasbender closed the public hearing at 7:05 p.m. Councilmember Vaughan motioned to approve as presented, seconded by Councilmember Balsanek. Ayes 7;Nays 0. Public Hearing: Ordinance Amendment No.2019-07-Apartments in Historic Structures Hinman discussed the ordinance amendment. The Planning Commission unanimously voted to recommend approval of the ordinance amendment allowing apartments in historic structures which may not be utilized as private single residences. Mayor Fasbender opened the public hearing at 7:10 p.m. Hearing no comments, Mayor Fasbender closed the public hearing at 7:11 p.m. Council discussed that a Special Use Permit was required for apartments in historic structures; Special Use Permits offer an opportunity for public comment, zoning language clarification included in the ordinance, number of units for historic homes of various sizes, 1,000 square foot requirement, reason for the ordinance amendment, how the ordinance addresses housing needs in the City and the application process. Councilmember Balsanek motioned to approve as presented, seconded by Councilmember Folch. Ayes 7;Nays 0. Statewide Health Improvement Partnership(SHIP)Grant Jenkins explained that the City was awarded a$35,000 Statewide Health Improvement Partnership Grant to create a Hastings' People Movement Plan. The study would examine how residents, within the City, travel to their intended destination without the use of a motorized vehicle. He also indicated how the results of this study could help guide various City projects. Councilmember Leifeld motioned to approve as presented, seconded by Councilmember Braucks. Ayes 7;Nays 0. Fleet Carma Presentation Flaten presented a summary of the results of the Fleet Carma study on the possible utilization of electric vehicles in the City's fleet. Councilmember Folch provided additional detail. She requested that Council have a policy discussion regarding the transition to electric vehicles and specified the importance of the discussion. Councilmember Folch commented on future grants for electric charging infrastructure from Excel Energy and the Great Plains Institute's recommended zoning ordinances best practices regarding electric vehicles. Council commended staff's effort of reducing the City's carbon footprint to date. They discussed a data driven approach to policy considerations and to schedule a Council workshop to discuss a citywide energy plan and to provide priorities and direction to staff. Resolution No. 01-09-20: Amend Meeting Minutes from 8/19/19 and 9/3/19 in relation to the Motion on the Item Labeled as Resolution No. 08-12-19 Fluegel explained the need to amend the meeting minutes from 8/19/19 and 9/3/19. Jacob Steen, Larkin, Hoffman Attorneys, spoke in opposition of the adoption of the proposed resolution. Council acknowledged the receipt of a letter from Larkin, Hoffman Attorneys. Councilmember Balsanek motioned to approve as presented, seconded by Councilmember Braucks. Ayes 7;Nays 0. The Utility Committee recommended that the City Council approve a$4.50 per quarter rate increase in January 2020 and also in January 2021. Council discussed that future contracts should include a non-controllable provision,work with Dakota County to locate a waste processing facility in Dakota County,commodity prices for recyclables,that the City follows recommended best practices by having single hauler and municipal trash going to recycling facility and approaching Dakota County for credit. Councilmember Balsanek motioned to approve as presented, seconded by Councilmember Vaughan.Ayes 6;Nays 0;Abstained-Folch. Appoint Public Safety Advisory Commissioner: Stevens Councilmember Folch stated she had no concerns with the appointment of Commissioner Stevens but was concerned about gender equity on City Commissions and asked the City to do more outreach when soliciting new members. Councilmember Folch motioned to approve as presented,seconded by Councilmember Lund. Ayes 7;Nays 0. Mayor Fasbender and Councilmembers made the following announcements: • Finance Committee of the City Council will meet on Tuesday, January 7 at 5:30 p.m. • Planning Committee of the City Council will meet on Wednesday,January 8 at 6:00 p.m. • HEDRA will meet on Thursday,January 9 at 6:00 p.m. • Public Safety Committee of the Council will meet on Friday, January 10 at 8:15 a.m. • Planning Commission will meet on Monday,January 13 at 7:00 p.m. • Parks and Recreation Commission will meet on Tuesday, January 14 at 7:00 p.m. • Public Safety Advisory Commission will meet on Thursday, January 16 at 6:30 p.m. • Councilmember Balsanek noted his new address is: 340 Crestview Drive in Ward 2. • Councilmember Vaughan will attend the Great River Rail meeting in Red Wing on Thursday,January 9 at 9:30 a.m. There will be a$10 million bonding bill request via MnDOT coming forward. • THRIVE events will be happening on January 9 and 14. • City offices will be closed on Monday,January 20 in observance of Martin Luther King Day. Councilmember Leifeld motioned to adjourn, seconded by Councilmember Braucks. Ayes 7;Nays 0.
