Item: Senior Housing Concept - Schmitt Property - County Road 47
Planning Committee Action Requested
Discuss a potential 120 unit senior housing proposal including assisted and memory care units for
the Patrick Schmitt property located at 1190 County Road 47. The 11.3 acre property is located
on the north side of County Road 47 at the intersection of Riverwood Drive.

BACKGROUND INFORMATION
Comprehensive Plan
The property is guided Low Density Residential within the current 2030 and draft 2040
Comprehensive Plans. The Plan would need to be amended to designate the property as High
Density Residential to accommodate the proposed density.
Zoning
The property is zoned A - Agriculture. A zoning change would be necessary to accommodate the
use as follows:

The R-4 zoning would accommodate all 120 proposed units; a rezoning to R-3 would require
reduction of approximately 22 units from the building.
Existing Condition
The property is relatively flat containing a mature tree line along the west and east perimeters.
Approximately 70% of the site is located within the 100 year floodplain of the Vermillion River.
The Vermillion River trail is located along the eastern and northern property lines. Development
is planned on approximately three acres located at the southwest corner of the property.
