City Council Minutes
December 2,2019
The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, December
2, 2019, at 7:00 p.m. in the Council Chambers at the Hastings City Hall, 101 East 4th Street, Hastings,
Minnesota.
Members Present: Mayor Fasbender, Councilmembers Balsanek, Braucks, Folch, Leifeld, Lund and
Vaughan
Staff Present: City Administrator Dan Wietecha
Administrative Services Director Julie Flaten
City Attorney Dan Fluegel
Finance Manager Melanie Lammers
Approval of Minutes
Mayor Fasbender asked if there were any additions or corrections to the minutes of the Regular
City Council meeting on November 18, 2019.
Minutes were approved as presented.
Consent Agenda
1. Pay Bills as Audited
2. Approve Agreement with East Metro Public Safety Training Facility—Fire Department
3. 1st Reading/Order for Public Hearing—Ordinance Amendment No. 2019-05—Adjusting City
Fees
4. Resolution No. 12-01-19:Approve a One Day Temporary Gambling Permit for Hastings
Hockey Boosters
5. Reappointment of Public Safety Advisory Commissioners
Councilmember Braucks motioned to approve as presented, seconded by Councilmember Leifeld.
Ayes 7;Nays 0.
Public Hearing: Truth in Taxation for 2020 Budget
Lammers summarized the budget process to date, impacts to the citizen, goals of budget, and
items suggested for inclusion. The final budget will be adopted at the December 16th Council meeting.
The public hearing was opened at 7:20 p.m.
A resident requested clarification on her tax statement. Lammers indicated that she could help the
resident.
Hearing no further comments,the public hearing was closed at 7:21 p.m.
Council discussed if monetary donations to the Parks&Recs Department affected the budget, tax
assistance programs and the budget development process timeline.
Mayor Fasbender and Councilmembers made the following announcements
• HEDRA will meet on Thursday, December 5th at 6:00 p.m.
• Planning Commission will meet on Monday, December 91h at 7:00 p.m.

• Utilities Committee of the Council will meet on Monday December 9th at 7:00 p.m.
• Parks and Recreation Commission will meet on Tuesday, December 101h at 7:00 p.m.
• Thanks for staff for work over holiday weekend at Gobblegait and Holiday Hoopla.
• Recognition to Mayor Fasbender and donors for tree lighting event held at end of Holiday Hoopla on
Saturday evening.
• Santa and S'mores event on Thursday, December 12th at Spring Lake Park.
• City Council will hold a closed-door session on Monday, December 16th at 6;00 p.m.
• The Holiday Train will stop in Hastings on Monday, December 91h at approximately 8:30 p.m. at the
train depot.
• Mayor Fasbender was wished a Happy Birthday.
Councilmember Leifeld motioned to adjourn, seconded by Councilmember Balsanek. Ayes 7;Nays 0.
The meeting was adjourned at 7:34 p.m.
