Bauer Property Annexation and Development
Committee Action Requested:
Review the concept plan for development of 40 acres owned by Rosalia Bauer into single
family and villa housing. The property is generally located southwest of General Sieben
Drive and Northridge Drive.
Background Information:
Subject Property
The property is currently agricultural. The property is guided for Low Density residential
development within both the 2030 and 2040 Comprehensive Plans and is designated for
municipal service extension (City Sewer and Water) within the planned Metropolitan
Urban Service Area (MUSA) Plan.

Proposed Improvement
TC Land proposed to subdivide the property into approximately 120 lots containing 59
single family homes and 61 villa homes. A 1.58 acre park is also proposed.

The City Council will consider 1 reading of the annexation ordinance on January 6.

The public hearing and ordinance consideration would take place on February 18.
Initial Review Comments
The following comments were sent to the owner’s representative during conceptual
review in February, 2019:
•
The Comprehensive Plan designation for the property is Low
Residential. Allowable densities range from 2.5 to 6 housing units per net acres
with lot sizes of 6,000 s.f. and larger. It appears the proposed layout would meet
this criteria.
•
The property would need to be annexed and is identified for future annexation in
the Comprehensive Plan.
•
The property would need to be rezoned.
•
The vision of Northridge Drive is to serve as a major collector and driveway
access is recommended to be eliminated completely along this roadway.
•
Northridge Drive must have a 10’ wide grade separated trail along the south side
of the street and a 5’ sidewalk on the north side of the street.
•
The north/south collector road will serve as a minor collector for this region and
we would allow driveway access to this collector road consistent with the density
of existing driveway access along Northridge Drive to the east of General Sieben
Drive.
•
A 5’ wide concrete sidewalk on at least one side of each new local street must be
provided.
•
Collector Roads must provide a minimum 66-foot wide right-of-way.
•
Local Roads must provide a minimum 60-foot wide right-of-way.
•
Satisfaction of park land dedication may include a physical land. Please
incorporate a local neighborhood park into future planning.
Analysis
•
The proposal is consistent with the Comprehensive Plan
. The property is
guided Low Density Residence and within the MUSA extension plan
•
Need for Residential Lots.
The City is in need of further single family and villa
lots to meet demand. A subdivision of comparable size has not been created for
over ten years.
•
Future Land Use Approvals.
Along with annexation, future land use approvals
including a Comprehensive Plan Amendment for MUSA extension, Rezoning,
Preliminary and Final Plat will need to be reviewed and approved the City.
