IV. BUSINESS A. Election and Appointment of Officers The following annual elections and appointments are due:  Appoint President, Vice-President, and Treasurer, to be elected from citizen commissioners.  Appoint Rusty Fifield as Secretary  Appoint Melanie Lammers, Finance Manager as Assistant Treasurer  Designate Dan Fluegel, City Attorney; and Andrea McDowell Poehler as Legal Counsel. B. Resolution: Authorize Signatories for Banking Transactions Authorize the President, Treasurer, Assistant Treasurer, and Secretary as signatories for banking transactions HEDRA Agenda Notes January 9, 2020 Page 2 ACTION – Adopt Resolution No. 2020-01 Authorizing Banking Signatories. Please see the attached resolution for further information. C. Authorize Signature: Extension No. 3 to Real Estate Option Agreement - Panache\Rungoli Please see the attached memorandum for further information. V. REPORTS AND INFORMATION A. The Confluence Update  Park and Landscaping Improvements  Landscaping work has concluded for the season  Overlook decking remains under construction  Outdoor art including firepits and bike racks and trash containers have been fabricated out of existing site materials and delivered to site for Spring installation.  Expenditures for the entire $980,000 Met Council grant have been submitted for repayment prior to the December 31, 2019 deadline.  Environmental - Wood Sealing and Encapsulation  Basement areas of the building have been scraped and cleaned; work has begun on the first floor.  Pay Request No. 1 in the amount of $78,000 was submitted to Met Council on 12/29. This expends the full grant amount.  Encapsulation will be done in Spring, after utility work for building is complete; encapsulation should take 3-4 weeks for entire building.  Estimated time for completion is 9 weeks.  Environmental - Vapor Intrusion Mitigation System (VIMS)  Pay Request No. 2 in the amount of $168,897.90 has been submitted to Dakota CDA. This expends the remaining grant amount for the 2017 Grant. Funds remain on the 2018 grant in the amount of $250,000.  Concrete has been installed over all crawl space areas and basement areas in the southeast section.  VIMS piping complete within the building.  Building Construction  Construction financing has been secured.  HEDRA Agenda Notes January 9, 2020 Page 3  Work continues on demolition of piping and installation of utilities. B. Strategic Plan Update Please see the attached memorandum for further information. C. Housing and Economic Development Report Please see the attached report for further information. D. TIF District No. 8 - Schoolhouse Square Senior Please see the attached draft Modified Redevelopment Plan for the Vermillion Street Development Area and TIF Financing Plan sent to Dakota County and Hastings School District for review. The public hearing will be scheduled before the City Council on February 18th. No action is required by HEDRA at this time. E. Commercial Vacancy Available January, 2020 Available December, 2019 Net Change Downtown 67-1 Highway 55 14 14 0 Vermillion Street 15 15 0 Industrial Park 440 TOTAL 39 40 0  Froth and Cork coffee and wine is planning to open at the former Elm Salon building at 110 East 4th Street  Hope Tree Counseling has opened in the former Rupp Chiropractic Building at 314 East 2nd Street.  Primo Chiropractic has opened at 1800 Vermillion Street.  Kings Automotive has moved to the former Precision Landscaping Building at 2900 Millard Avenue  A new barber shop has opened on Sibley Street next to The Onion Grille. F. Development Update  The City Council will consider 1st reading and schedule a public hearing to consider annexation of 40 acres located southwest of General Sieben Drive and Northridge Drive. A concept plan for the site shows the creation of 120 single and villa home sites.  On January 13th the Planning Commission will review a rezoning request for Shepherd of the Valley Church located at 1450 West 4th Street for the future creation of townhome units.  On January 13th the Planning Commission will review a Site Plan for Creek HEDRA Agenda Notes January 9, 2020 Page 4 Storage for creation of a mini storage business on Lightbourn Court.  Work has begun at the Guardian Angels Apartment Building at 4th and Sibley Street to convert basement space into additional units.  Outdoor Igloos have been erected at the Lock and Dam Restaurant at 101 East 2nd Street.  Additional Housing Units in Historic Homes - The City Council will hold a public hearing on January 6th to review changes to City Code to allow for additional housing units in larger historic homes to provide more options for owners.
