City Council Minutes
November 18,2019
The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday,November
18,2019,at 7:00 p.m. in the Council Chambers at the Hastings City Hall, 101 East 4h Street, Hastings,
Minnesota.
Members Present: Mayor Fasbender, Councilmembers Balsanek, Braucks, Folch, Leifeld, Lund and
Vaughan
Staff Present: City Administrator Dan Wietecha
Administrative Services Director Julie Flaten
City Attorney Dan Fluegel
Community Development Director John Hinzman
Certificate of Appreciation—Heritage Preservation Commissioner Amy Martin
Hinzman presented Amy Martin a Certificate of Appreciation for her sixteen years of service on
the Heritage Preservation Commission(HPC).
Martin remarked about her tenure on the HPC.
Approval of Minutes
Mayor Fasbender asked if there were any additions or corrections to the minutes of the Regular
City Council meeting on November 4, 2019.
Minutes were approved as presented.

2. Approve Pay Estimate No. 5 -2019 Neighborhood Infrastructure Improvements

3. Approve 2019 Assessment Abatement
4. 2019 Yd Quarter Financial Report
5. Resolution No. 11-04-19:Adopt 2020 Election Polling Place Locations
6. Approve Sale of Surplus Property—Police Department
7. Approve Sale of Surplus Property—Generator
8. Resolution No. 11-05-19:Approve a Temporary On-Sale Liquor License for Regina Hospital
Councilmember Braucks motioned to approve as presented, seconded by Councilmember Lund.
Ayes 7;Nays 0.
Resolution No. 11-06-19: Variance#2019-26-Directional Signs -Dakota County Government
Center
Hinzman discussed the sign variance request from Dakota County Government Center.The
variance would be for directional signage which is larger than currently allowed in City Code. Similar
variance requests were granted for Regina Hospital and Allina Specialty Clinics.
Council discussed potential changes to the ordinance to limit similar variance requests.
Councilmember Vaughan motioned to approve as presented, seconded by Councilmember
Leifeld. Ayes 7;Nays 0.

Flaten discussed the Fire Chief hiring process and timeline. The Public Safety Committee of the
Council met and unanimously approved the recruitment materials and timeline which proposes a new
Chief being on board in early March
Mayor Fasbender and Councilmembers made the following announcements
• Heritage Preservation Commission will meet on Tuesday,November 19`h at 7:00 p.m.
• Public Safety Advisory Commission will meet on Thursday,November 21"at 6:30 p.m.
• Public Safety Committee of the Council will meet on Monday,November 25"'at 7:30 a.m.
• Planning Commission will meet on Monday,November 25th at 7:00 p.m.
• City offices will be closed for Thanksgiving on Thursday and Friday,November 28`h and 29'h.
• THRIVE will hold a follow up event to the Transgender 101 presentation on Thursday,November
21St at 6:00 p.m. at the Hastings Social Tavern.
• Gobblegait is Thanksgiving morning in downtown.
• The Holiday Hoopla is Saturday,November 30`'' in downtown Hastings. New this year is a tree
lighting event on the north lawn at City Hall at 6:30 p.m.
The meeting was adjourned at 7:21 p.m.
