V. APPROVAL OF MINUTES Approve Minutes of the Regular City Council meeting on December 2, 2019 and the City Council Workshop on November 18, 2019. Minutes were approved as presented. 7-0 VI. CONSENT AGENDA The items on the Consent Agenda are items of routine nature or no perceived controversy to be acted upon by the City Council in a single motion. AWARDING OF CONTRACTS AND PUBLIC HEARING These are formal proceedings that give the public the opportunity to express their concern, ask questions, provide additional information, or support on a particular matter. Once the public hearing is closed, no further testimony is typically allowed and the Council will deliberate amongst itself and with staff and/or applicant on potential action by the Council. 1. Public Hearing: Sidewalk Café License Amendment for Lock & Dam Eatery Flaten explained the requested amendment to Lock & Dam Eatery’s Sidewalk Café License. Public hearing opened at 7:45 p.m. Hearing no comments Public hearing closed at 7:46 p.m. Council discussion on ordinance process, excitement for new downtown feature. Lock and Dam owner, Jennifer Melecio, explained how the igloos will be utilized. 2. Public Hearing: Adjustment of City Fees Wietecha discussed the adjustment to the City fees and fee schedule. Staff recommends that water rates increase 5%, sewer rates increase 3% and the Storm Water fee increases 3%. There are also two administrative items to be changed in the fee schedule. The proposed utility rate increases are included in the 2020 budget and will be effective with the January 2020 billing. Resolution : Approve 2020 Final Budget and Final Levy No. 12-16-19 4. Resolution : Approve the 2020 Special Levy No. 12-17-19 5. Resolution : Approve 2020 - 2024 Capital Improvement Plan and Capital Equipment Plan Wietecha discussed the 2020 Budget and Final Levy, Special Levy and the 2020-2024 Capital Improvement and Equipment Plans. The 2020 budget includes a 3.9% levy increase and is operationally balanced, using one-time funding such as Local Government Aid for one-time expenses. Council discussion on appreciation for staff efforts, recap of process from Finance Committee chair Folch, and Police officer staffing requests. Councilmember Folch asked for updates to be provided to the council on the 2040 comprehensive plan, economic development and Parks long-term planning. Resolution No. 12-14-19: Approve 2020 Final Budget and Final Levy Lund, Leifeld to approve as presented. 7-0 Resolution No. 12-15-19: Approve the 2020 Special Levy Vaughan, Folch to approve as presented. 7-0 Resolution No. 12-16-19: Approve 2020 - 2024 Capital Improvement Plan and Capital Equipment Plan Folch, Vaughan to approve as presented. 7-0 XI. REPORTS FROM CITY COMMITTEES, OFFICERS, COUNCILMEMBERS • Utilities Committee of the City Council will meet Tuesday, December 17 at 7:00 p.m. at City Hall • Heritage Preservation Meeting on Tuesday, December 17 is cancelled. • All City Offices will be closed Wednesday, December 25 in observation of the Christmas Holiday. • All City Offices will be closed Wednesday, January 1, 2020 in observation of the New Year. • Public Safety Committee of the City Council will meet Monday, January 6 at 5:30 p.m. at City Hall.
