HomeMy WebLinkAbout20191104 - CC Minutes Hastings, Minnesota City Council Minutes November 4,2019 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday,November 04, 2019,at 7:00 p.m. in the Council Chambers at the Hastings City Hall, 101 East 4`l'Street, Hastings, Minnesota. Members Present: Mayor Fasbender, Councilmembers Balsanek, Braucks, Folch, Leifeld, Lund and Vaughan Staff Present: City Administrator Dan Wietecha Administrative Services Director Julie Flaten City Attorney Dan Fluegel Parks and Recreation Director Chris Jenkins Public Works Director Nick Egger Presentation—Beyond the Yellow Ribbon Update Kate Hoelscher and Steve Dennis provided an update on Beyond the Yellow Ribbon activities. Councilmember Braucks volunteered to be the City of Hastings Council liaison to Beyond the Yellow Ribbon. Approval of Minutes Mayor Fasbender asked if there were any additions or corrections to the minutes of the Regular City Council meeting on October 21, 2019. Minutes were approved as presented. Comments from the Audience Jacob Dolman, 110 Fraiser Street, requested that City Council consider removing the disability requirement in City Code 70.02 Operation of Motorized Golf Carts, Four Wheel Side-by-side All- terrain Vehicles and Utility Task Vehicles on City Streets and explained his reasons. Mayor Fasbender suggested this be referred to the Public Safety Advisory Commission for review. Council Items to be Considered Councilmember Folch asked that#3 be removed from the Consent Agenda. The item was placed as#2 under Administration. Consent Agenda 1. Pay Bills as Audited 2. Resolution No. 11-01-19:Accept Donations for Community Halloween Party 3. Approval of Dakota County Community Waste Abatement Grant Program 4. LiveBarn Agreement-Hastings Civic Arena 5. Dakota County Tax Forfeiture Land Purchase 2019 The Consent Agenda was approved as amended. Ayes 7;Nays 0. Resolution No. 11-02-19: Rejection of Bids—Water Chlorination Systems Egger requested Council to reject the two bids that were received for the chlorination of the water system. The lowest bid was approximately$127,000 over the construction cost estimate. He indicated that staff and the consultant would restructure the project parameters and re-bid the project over the winter. The project completion timeline was adjusted to the 4th quarter of 2020. Council discussed the timing of the re-bid, options for phasing the work, the possibility of more favorable bids, construction season timing, strategies for bidding, received bid amounts and funding options. Councilmember Vaughan motioned to approve as presented, seconded by Councilmember Balsanek. Ayes 7;Nays 0. Resolution No. 11-03-19: Accept Donation of Blue Spruce Tree for North Lawn at City Hall Fasbender detailed the donation, placement and lighting of the blue spruce tree. Council discussed future planned activities at City Hall, any potential legal or discriminatory issues, concerns with the process of obtaining the donation of the tree/lights/labor, setting precedent by possibly accepting this donation, lighting costs/labor needed for future years, public purpose and recognition plaque. Councilmember Balsanek made a motion to table the item; no second received. Jenkins explained the memorial bench/tree program and the associated recognition plaque and provided examples of other big item donations to the City. He indicated that he was unsure of tree lighting ceremonies in other cities. Councilmember Leifeld motioned to approve as presented, seconded by Councilmember Folch. Ayes - Braucks, Folch, Leifeld, Lund and Fasbender;Nays—Balsanek, Vaughan. Motion carries. Approval of Dakota County Community Waste Abatement Grant Program Councilmember Folch is supportive of the Community Waste Abatement Grant Program and asked that the City Council schedule a workshop to learn more about municipal waste laws, landfill capacity, material recovery facilities, ways Dakota County may assist and the impact to municipalities. Councilmember Folch motioned to approve as presented, seconded by Councilmember Leifeld. Ayes 7;Nays 0. Mayor Fasbender and Councilmembers made the following announcements • Public Safety Committee will meet on Tuesday,November 5 at 7:45 a.m. • Highway 316 Open House will be held on Thursday,November 7'h from 5:30—7:30 p.m. • All City offices will be closed Monday,November 11"' in observation of Veteran's Day. • Planning Commission will meet on Tuesday,November 12"'at 7:00 p.m. • HEDRA will meet on Thursday,November 14th at 6:00 p.m. • City Council Workshop to be held on Monday,November 18 at 5:30 p.m. • Several Veteran's Day events planned for the upcoming weekend. • Councilmember Vaughan will attend the Great River Rail Commission meeting on Thursday, November 7th in Red Wing. • Councilmember Balsanek will attend the DCC Board of Directors meeting on Thursday,November 7th in Empire. • The next THRIVE event is November 12"beginning at 6:30 p.m. at the Hastings Middle School. • Councilmember Folch encouraged residents to provide support for Hastings projects for inclusion in a bonding bill at the Legislature by visiting a website Governor Walz has set up.
