V. REPORTS AND INFORMATION
A. The Confluence Update
Park and Landscaping Improvements
Stormwater Discharge Pipe to river installed
Overlook decking and ramps under construction.
Concrete sidewalks and stairs installed.
On track to spend the $980,000 grant by the December 31st deadline
Environmental - Wood Sealing and Encapsulation
Wood Encapsulation samples taken on November 18th and sent to lab for
testing
Mavo set to begin work shortly after contract approval.
On track to spend the $78,000 grant by the December 31st deadline
Environmental - Vapor Intrusion Mitigation
System (VIMS)
Liquid Boot sealant has been applied
Most of the piping has been installed.
On track to spend grant funds by the December
31st deadline
Building Construction
Construction financing has been secured.
Building permit for non-environmental work
has been issued.
Work has commenced on interior plumbing.

Mother Nature Learning (day care) will be opening soon in the Westview
Mall.
A climate controlled storage facility is planned for the former Sears space
near Coborns.
C. Development Update
Additional Housing Units in Historic Homes - The Planning Commission
will hold a public hearing on December 9th to review changes to City Code to
allow for additional housing units in larger historic homes to provide more
options for owners.
Grant - Downtown Properties Reutilization Study - Dakota County CDA
has awarded the $15,000 grant on November 19th.
D. HEDRA Appointment
HEDRA Commissioner interviews will take place on December 9th. Six
individuals have submitted applications for the vacancy. The City Council is
tentatively scheduled to approve the appointment at the December 16th meeting
with the new Commissioner beginning in January, 2020.
E. Recognition of HEDRA Commissioner Ron Toppin
This will be HEDRA Commissioner Ron Toppin’s last meeting. Ron was first
appointed to the Housing and Redevelopment Authority in 2001 and continued
service on HEDRA upon its creation in 2009. He also served on the Economic
Development Commission from 2003-2008 and the Industrial Park Board
previous to that. Ron’s wisdom and steady leadership have been essential to the
successful developments we see in Hastings today. We wish Ron the very best in
the future!
