City Council Minutes
October 21,2019
The City Council of the City of Hastings,Minnesota met in a regular meeting on Monday,October
21, 2019,at 7:00 p.m. in the Council Chambers at the Hastings City Hall, 101 East 4th Street,Hastings,
Minnesota.
Members Present: Mayor Fasbender, Councilmembers Balsanek,Braucks,Folch, Leifeld,Lund and
Vaughan
Members Absent: Councilmember Balsanek
Staff Present: City Administrator Dan Wietecha
Administrative Services Director Julie Flaten
City Attorney Dan Fluegel
Public Works Director Nick Egger
Recreations Program Specialist Paige Marschall Bigler
Presentation—Tennis Sanitation
Stacy,Tennis Sanitation,presented a check to the Hastings Band Boosters in the amount of
$457.05 and presented the City a check in the amount of$69.56.
Presentation—Community Plan for Arts & Culture
Brenda Kayzar,Urbane DrK Consulting,presented the Arts and Cultural Plan for the City of
Hastings.
Council discussed the difference between the 2017 and 2019 studies and the anticipated timeline
of the plan.
Approval of Minutes
Mayor Fasbender asked if there were any additions or corrections to the minutes of the Regular
City Council meeting on October 7,2019.
Minutes were approved as presented.

7. Approve Special Event Request from the Downtown Business Association for Holiday

Councilmember Braucks motioned to approve as presented, seconded by Councilmember Folch.
Ayes 6;Nays 0.
Resolution No. 10-07-19: Consider Hourly Parking Restrictions on 100 Block of E 3rd Street
Egger discussed the parking restrictions request for the 100 block of East 3`d Street and that the
Operations Committee of Council supported the resolution.
Council discussed the different restrictions of the North and South sides of 3`d Street, additional
enforcement needs,where displaced cars could park, the Downtown Business Association hourly parking
restriction recommendation, businesses whose customers may require longer than two-hour parking.
Councilmember Balsanek arrived at 7:32 p.m.
Councilmember Folch motioned to approve as presented, seconded by Councilmember Braucks.
Ayes 7;Nays 0.
Levee Park Rotary Pavilion Programming 2019 Overview
Bigler provided an overview of the various programs held at the Levee Park Rotary Pavilion
during 2019.
Council discussed the variety of events and attendance, expressed appreciation for Bigler's and
staff's efforts, communication efforts to advertise the events,partnership opportunity with school district
for events for teens and funding for events.
Mayor Fasbender and Councilmembers made the following announcements
• Operations Committee of the City Council will meet on Thursday, October 24d'at 7:30 a.m.
• Community Halloween Party on Friday, October 25`b at Hastings High School from 6:00 p.m. to 8:00
p.m.
• Planning Commission will meet on Monday, October 28h at 7:00 p.m.
• Drop off pumpkins at the Pt Annual Pumpkin Toss Composting Event on November 2 from 9:00 a.m.
to noon at the Public Works Building.
• Councilmember Vaughan will attend the Red Rock Corridor meeting on Thursday, October 24`1i at
Newport City Hall.
• Highway 316 Open House on Thursday,November 7`b from 5:30—7:30 p.m.
• Councilmember Folch will be available to meet with residents about the Highway 316 project on
Sunday,November 3`d at the Country Inn at 11:00 a.m.
• Councilmember Balsanek and Administrator Wietecha will attend the Dakota County Disaster
Preparedness Training on Wednesday, October 23`d.
• The Downtown Business Association will hold the 2"d Annual Creepy Candy Crawl on October 31S'
beginning at 5:00 p.m.
• The House Capital Investment Committee will tour the Highway 316 Corridor and review needs at
City Hall during the afternoon on Tuesday, October 22"d.
• Gobblegait registration is open online for the Thanksgiving morning event.
• The City is accepting applications for City Commission openings until October 3 Pt
The meeting was adjourned at 7:55 p.m.
