Chair Alpaugh called the meeting to order at 7:00 p.m.
1. Call Meeting to Order
Planning Commissioners Present: Alpaugh, Best, Johnson, Martin, Messina and Siebenaler
Planning Commissioners Absent: Barse.
Staff Present: Community Development Director John Hinzman
City Planner Justin Fortney
2. Approval of Minutes
Commissioner Messina moved to approve the minutes as presented, seconded by Commissioner
Best. Ayes 6; Nays 0. Motion approved.

3. Visual Communication – Variance #2019-26 – Directional Signage – Dakota County
Government Center.
Fortney discussed the current signage on the Dakota County Government Center campus
and the variance request for new signage.
Commissioner Johnson and Richard Lang, Visual Communications Inc., discussed the
possibility of adding other languages to the signs.
Commissioner Siebenaler, Fortney and Hinzman talked about the recommendations and
conditions listed in the staff report, the proposed locations of the signs and the difference
between code changes and variances.
Commissioner Martin inquired about setback requirements for signs #5 and #6. Fortney
detailed the requirements of the sign placement.
Commissioner Messina moved to approve as presented, seconded by Commissioner
Johnson. Ayes 6; Nays 0. Motion approved.
The City Council will review this request at the November 18, 2019 City Council
meeting.
4. Discuss Changes to Allow Additional Density in Historic Structures.
Fortney summarized the proposed ordinance amendment and related comments made by
the Planning Committee of the City Council.
Commissioner Martin and Fortney discussed the proposed ordinance section
155.23(C)(5)(d), the current parking requirements and notification requirements.
Commissioner Messina stated that the proposed ordinance amendment would be a benefit
for all stakeholders.
Commissioner Siebenaler asked what prompted the proposed ordinance amendment.
Fortney explained the reasons for the proposed ordinance amendment.
Commissioner Siebenaler, Fortney and Hinzman discussed why this would be an
ordinance amendment rather than requiring a variance.
Commissioner Siebenaler and Fortney discussed the historic structure definition and
proposed ordinance section 155.23(C)(5)(b).
Commissioner Alpaugh was in favor of the proposed ordinance amendment and stated his
reasons.
Commissioner Johnson asked for the definition of R-2 Zoning District. Fortney specified
the R-2 Zoning District. Hinzman provided more examples of the R-2 Zoning District.
Commissioner Johnson stated his reasons why he was conflicted with the proposed
ordinance amendment. Fortney addresses his concerns.
Commissioner Alpaugh reiterated the purpose of amending the R-2 Zoning District
ordinance.
Commissioner Siebenaler explained why she was not in favor of proposed ordinance
amendment.
Commissioner Messina said he was in favor of the proposed ordinance amendment and
explained his reasons.
Commissioner Siebenaler commented on 155.23(C)(5)(d); it was her opinion that there
should be smaller sized apartments available in the City. Commissioner Alpaugh did not agree
and stated his viewpoint. Fortney expounded as to why one unit per 1,000 square feet was
proposed. Hinzman added that there is a direct relationship between the number of apartments
and the required number of parking spots.
Commissioner Siebenaler and Commissioner Messina debated whether the proposed
ordinance amendment would be a disadvantage or advantage to property owners.
Hinzman noted that a public hearing would be tentatively scheduled for the December 9
Planning Commission meeting.
5. Other Business
Hinzman updated the Commissioner’s of various City Council actions. He also
mentioned that Commissioner Alpaugh’s term expires December 31 and that interviews will be
held for the vacated position.
Commissioner Siebenaler and Hinzman discussed December’s meeting schedule.
6. Adjourn
Commissioner Siebenaler motioned to adjourn at 8:13 p.m. Ayes 6; Nays 0. Motion
approved.
