Hello John,
I was unable to provide you with the information you needed by Nov 7th as I was waiting for the feedback
from architect and civil engineering firm(s) regarding the information needed in section 4 a) to c) of the
Extension.
At the Nov 14th meeting of HEDRA, I can come in person to present the following information. Please let me
know your thoughts.
Update on Option to Purchase: Outlots A and B, Riverfront Addition, Dakota County.
* The October 31, 2019 Extension to the original Option to Purchase Agreement dated 17th Dec 2018, states in
section 4 a) b) and c), the requirement to produce a set of documents on or before Dec 30, 2019 to take this
transaction to the next stage.The process to collect this information from a qualified engineer and architect has
begun. The process is revealing extensive challenges in many areas, in particular for construction and soil
remediation.
* A more detailed boundary and topography survey is needed to present the full scope of design and
construction costs as requested in section 4 a) to c) of the Extension dated Oct 31, 2019.
* The surveying should be done now to avoid additional costs for winter work. Johnson & Scolfield Land
Surveyors are located in Hastings and may be able to do this. Normally, surveying is a site is at the owner’s
cost, in this instance, the City of Hastings.
* Given the above challenges, the process to collect the information required in section 4 a) to c) will require
more time. The information is unlikely to be available to submit by the deadline of Dec 31st, 2019 as stated in
the Extension dated Oct 31, 2019. (Moreover, HEDRA and the office of economic development of Hasting were
informed of my business travel dates - I shall be out of the country for the entire month of January 2020.)
*In light of the above four items I request that a) HEDRA provide the additional topography survey information
needed by the architect/civil engineer firm(s) to provide viable documentation as requested in section 4 a) to c)
of the Extension document; b) HEDRA amend the latest extension beyond Jan 2020 to Feb 2020 to provide time
to compile the documents; c) a meeting be arranged between the relevant parties to advance the fact finding
process.
