Chair Alpaugh called the meeting to order at 7:00 p.m.
1. Call Meeting to Order
Planning Commissioners Present: Alpaugh, Barse, Best, Johnson, Martin, Messina and Siebenaler
Staff Present: Community Development Director John Hinzman
2. Approval of Minutes
Commissioner Martin moved to approve the minutes as amended, seconded by Commissioner
Barse. Ayes 7; Nays 0. Motion approved.
PUBLIC HEARINGS
3. Dean and Shirley Markuson – Type II Home Occupation Permit #2019-25 – Operation
of a Veterans Service Facility - 201 East 7th Street.
Hinzman provided a summary of the application request and the different home
occupation licenses.
Commissioner Alpaugh opened the public hearing.
Dean Markuson, applicant and CEO of Foss and Swanson Veterans, stated that he would
comply with all of the conditions put forth. He also described the Foss and Swanson Veterans
organization.
Amy Martin, 220 7th Street East, opposed this use because of safety concerns and
possible decrease to home values.
Wes Lund, 120 7th Street East, and Hinzman discussed the living quarters in the building,
parking at the site, the proposed memorial and that the license is owner specific and does not stay
with the property. Lund indicated that he preferred alcohol not to be allowed.
Russ Willits, owns 212 7th Street East, opposed this due to safety concerns.
John Fry, address not provided, detailed the various reasons why he opposed the
application.
Mark Dembrowski, 121 6th Street East, commented on the number of events when the
property was a funeral home, indicated that he was not in favor of the event center portion or that
alcohol may be allowed. Dembrowski and Hinzman discussed the current sign and ordinance
requirements. Dembrowski said he was unable to find any information on the Foss and Swanson
Veterans organization; that it was not listed on the Secretary of State website.
Angela Weiland, 201 6th Street East, was concerned about safety and the proposed event
center and thought that this request would put a strain on the neighborhood.
Fry commented about the hours of operation and parking.
Jean Lund, 120 7th Street East, spoke of the historic value of the neighborhood and
offered two other possible uses of the property; hospice or adult day care. She questioned the
difference between the organizations Foss and Swanson Veterans and Beyond the Yellow
Ribbon.
Markuson addressed various comments and concerns.
Martin and Markuson discussed the number of events in which alcohol would be allowed.
Dembrowski and Markuson talked about the need for the event center and the types of
events they would host.
Fry and Markuson discussed the number of people living on the property.
Hearing no further comments, Commissioner Alpaugh closed the public hearing.
Commissioner Johnson and Markuson discussed when Foss and Swanson Veterans was
created and the operating location of the nonprofit.
Commissioner Siebenaler asked if the profits from the various events would help support
the nonprofit organization. Markuson responded yes.
Commissioner Siebenaler and Hinzman discussed the history and zoning regulations of
commercial businesses in residential areas.
Commissioner Siebenaler noted that the number of events for the proposed use may be
different than the number of events held when the building was a funeral home.
Commissioner Martin indicated that the proposed idea was good; however, the location
was not appropriate and explained why.
Commissioner Johnson asked for clarification about the type of permit required for the
purposed use. Hinzman explained the required permit.
Commissioner Siebenaler questioned why the proposed use would not be a special use
permit. Hinzman detailed the differences between a special use permit and a home occupation
license.
Commissioner Alpaugh commended Markuson for the idea, but he was not in favor of it
due to the event center and explained why.
Commissioner Johnson moved to deny the application for the Type II Home Occupation
Permit #2019-25 – Operation of a Veterans Service Facility - 201 East 7th Street, seconded by
Commissioner Siebenaler. Ayes 7; Nays 0. Motion approved.
The City Council will review this request at the September 16, 2019 City Council
meeting.
OTHER ACTIONS
4. Other Business
Hinzman updated the Commission on:
-City Council approved the ordinance amendment to allow climate controlled facilities in
the C-4 Zoning District;
-he anticipated plans to be submitted for a climate controlled facility; and
-the possible submission of plans for a project on Vermillion Street.
5.Adjourn
Commissioner Barse motioned to adjourn at 8:45 p.m., seconded by Commissioner Martin. Ayes
7; Nays 0. Motion approved.
