HomeMy WebLinkAbout20191007 - CC Minutes Hastings, Minnesota City Council Minutes October 7,2019 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, October 7, 2019, at 7:00 p.m. in the Council Chambers at the Hastings City Hall, 101 East 4th Street, Hastings, Minnesota. Members Present: Mayor Fasbender, Councilmembers Balsanek, Braucks, Folch, Leifeld, Lund and Vaughan Staff Present: City Administrator Dan Wietecha Administrative Services Director Julie Flaten City Attorney Dan Fluegel Finance Manager Melanie Lammers Economic Development Coordinator Rusty Fifield Mayor Fasbender introduced and welcomed Dan Wietecha as Hastings new City Administrator. Approval of Minutes Mayor Fasbender asked if there were any additions or corrections to the minutes of the Regular City Council meeting and workshop on September 16,2019. Minutes were approved as presented. Comments from the Audience Jewel Pickert, 570 Whispering Lane, commented about the school tax levy and social issues. Rita Klym, 61 Jackson Place, raised safety concerns about crossing Pleasant Street near the YMCA. The Operations Committee will discuss crosswalks and the new speed limit law at their next meeting. Council Items to be Considered Councilmember Folch requested Emerald Ash Borer Management be added to the agenda. Hearing no objection, the item was added. Consent Agenda 1. Pay Bills as Audited 2. Resolution No. 10-01-19:Approve a One-Day Gambling Permit for St. Elizabeth Ann Seton on January 8,2020 3. Approve Sale of Surplus Property in Fire& EMS Department 4. Resolution No. 10-02-19: Support Dakota County 2020-2024 Capital Improvements Plan 5. Resolution No. 10-03-19: Designee Signatures for Banking Transactions Councilmember Leifeld motioned to approve as presented, seconded by Councilmember Lund. Ayes 7;Nays 0. Resolution No. 10-04-19: Approve Land Credit Sale and Concept Plan - Creek Rentals (Lightbourn Court) Fifield reviewed the previous preliminary approval and explained the reason for the lot change, the preliminary land credit sale and concept plan for Creek Rentals. HEDRA recommends approval of the land credit sale. Councilmember Leifeld motioned to approve as presented, seconded by Councilmember Balsanek. Ayes 7;Nays 0. Approval of Solar Subscription Agreements with US Solar Flaten summarized the history of City Council's examination of solar subscriptions. She introduced Erica Forsman and Michelle Sims, US Solar, who gave a presentation detailing the US Solar proposed agreements. Council discussed assumptions of future energy costs, downside protection in the agreements, clarification of NSP versus. Exel in the agreements,termination clauses, Exel rate change scenarios, reduction and increases in the City's energy use, length of agreements, third party tax credit, transfer of credit/savings to citizens, impact on energy conservation efforts, differences between 2017 and 2019 proposals and transparency of saving to the community. Councilmember Folch motioned to approve as presented, seconded by Councilmember Leifeld. Ayes 7;Nays 0. Emerald Ash Borer Management Councilmember Folch discussed the history of Emerald Ash Borer(EAB)at the State Legislature, grant options, provided a recap of City staff work to date and talked about the potential economic impact to residents with the current City policy on boulevard trees. She requested that the Finance Committee examine the finance impact EAB may have to the City. Council discussion on the City Council's previously adopted philosophy for EAB management and Council re-visiting the topic rather than the Finance Committee. Councilmember Folch motioned to send the topic to a Council workshop, seconded by Councilmember Braucks. Ayes 7;Nays 0. Mayor Fasbender and Councilmembers made the following announcements • Fire Prevention Open House starting at 7:00 p.m. on Tuesday, October 8`I'at the Fire Department. • Parks&Recreation Commission will meet at 7:00 p.m. on Tuesday, October 8'h • HEDRA will meet at 6:00 p.m. on Thursday, October 101h. • Planning Commission will meet at 7:00 p.m. on Monday, October 14`'. • Heritage Preservation Commission will meet at 7:00 p.m. on Tuesday, October 15`I'. • Councilmember Leifeld provided an update on the recent Public Safety Committee of the Council meeting on Tobacco 21.
