HomeMy WebLinkAbout07-29-87 - Special Meeting Hastings, Minnesota July 29, 1987 The City Counci I of the City of Hastings, Minnesota met in a special meeting on Wednesday, July 29, 1987 at 7:00 p.m. in the Council Chamber of City Hail , 100 Sibley Street, Hastings, Minnesota. Members Present: Councilmember Kulzer, Riveness, Bond, Werner, Trautmann, Ross and Mayor Stoffel . Members Absent: None. The City Administrator, Gary E. Brown reviewed for the City Council the Pay Equity Plan which has been considered by the Administrative Committee on to previous meetings. Discussions centered around several options the City hada 1 . Whether or not to include all over-time for City l=ire Department Personnel . 2. Whether or not to consider modifying the Pay Equity Plan Performance Grade System by reducing it by 25%. 3. Whether or not to go retroactive to January 1 , 1987 for adjustments. 4. Whether or not to adopt an appeal process. Moved by Councilmember Werner, seconded by Councilmember Kulzer to remove over-time from the gross salary calculation (other than that associated with the Fair Labor Standards Act for Fire Fighters, with the trendline remaining in the same position for 1987. 7 Ayes; Nayes) None. Moved by Councilmember Trautmann, seconded by Councilmember Kulzer to amend Table V by reducing the performance grade system by 25%. 3 Ayes; Nayes, Riveness, Stoffel, Bond and Ross. Moved by Councilmember Bond, seconded by Councilmember Ross to eliminate the performance evaluation system and Table V from the Pay Equity Plan. 4 Ayes; Nayes, Trautmann, Kulzer and Werner. Moved by Councilmember Trautmann, seconded by Counclimember Kulzer to adopt the Pay Equity Plan along with an appeals committee for local appeal . Moved by Councilmember Gond, seconded by Councilmember Ross to table any action on the Pay Equity Plan for at least 30 days until staff sets up an employee committee to review all positions currently questioned by the Council and as marked on the Pay Equity Plan. These would include the Water Operators, Arena Manager, Assistant Water Superintendent, Detective and Juvenile Officers, the Mater Superintendent, Police Captain, Assistant Building Inspector, Building Inspector, Street Supervisor, City Clerk Treasurer, Planner/Transit Director and the City Engineer. 4 Ayes; Nayes, Trautmann, Kulzer and Riveness. Moved by Councilmember Berner, seconded by Mayor Stoffel to adjust all female employees retroactive to January 1, 1987 as proposed by the Pay Equity Plan (1st year of a three year adjustment period) . 5 Ayes; Nayes, Trautmann and Kulzer. City Administrator and the City Attorney along with the Utilities Superintendent discussed Change Order No. 5 which dealt with the installation of a duel sump pump system for the Hydro Electric Plant amounting to $25,500.00. Moved by Councilmember Werner, seconded by Councilmember Kulzer to approve Change Order No. 5. 6 Ayes; Nayes, Bond.
