Minutes of August 19, 2019, 4:30 PM Special Meeting

I. Quorum
A quorum was established and the meeting was called to order by Vice President
Sullivan at 4:30 PM with six members present.
II. Business
A. Authorize Signature: 3rd Amendment to Purchase and Development Agreement ‐
Confluence Development ‐ Hudson Manufacturing.
Hinzman provided a summary of the request along with a history and timeframe
for development. Commissioners discussed the project amendment and
timeframe for project completion.
Motion by Commissioner Toppin to authorize signature of the 3rd Amendment to
the Purchase and Development Agreement as presented; second by Commissioner
Peine. Motion approved 6‐0.
B. Authorize Signature: Vapor Intrusion Mitigation System (VIMS) Installation ‐ Clean
Vapor ‐ Hudson Manufacturing.
Hinzman provided a summary of the request. Commissioners discussed the time
frame and logistics of installation along with timing of grant funding.
Motion by Commissioner Vaughan to authorize signature of the Vapor Intrusion
Mitigation System (VIMS) Installation ‐ Clean Vapor ‐ Hudson Manufacturing.
as presented; second by Commissioner Toppin. Motion approved 6‐0.
C. Authorize Release of Bid Specifications: Wood Encapsulation ‐ Hudson
Manufacturing.
Hinzman provided a summary of the request.
Motion by Commissioner Fox to authorize release of bid specifications
as presented; second by Commissioner Peine. Motion approved 6‐0.
III. Adjourn
Commissioner Vaughan motioned to adjourn the meeting at 5:00 p.m., seconded
by Commissioner Toppin. Motion approved 6‐0.
