IV. BUSINESS A. Amend Approval of Preliminary Land Credit Sale - Creek Rentals Please see the attached memorandum for further information. B. Approve Application for TIF Assistance Please see the attached memorandum for further information. C. Accept 2nd Quarter Financial Report Please see the attached memorandum for further information. V. REPORTS AND INFORMATION A. The Confluence Update  Parking Ramp o Completed o Grant reimbursement requests will be forthcoming.  Park and Landscape Improvements o Grading and stormwater pipe installation is underway o Grant funds must be used by December 31, 2019. Confluence is responsible for any park and landscape expenses not covered by the grant.  Environmental – Wood Sealing and Encapsulation o Interior demolition work to facilitate wood sealing is scheduled to start on September 23rd. o Bid Specifications released. o Only one bidder (Mavo Environmental) attended the mandatory prebid meeting. o Mavo appears interested and is very experienced and has previously completed asbestos abatement in the Hudson Building o Bid deadline has been delayed to answer scheduling and coordination between Confluence and Mavo. o Awarding of contract scheduled for October 10th HEDRA Meeting. o Grant funds must be used by December 31, 2019. City is responsible for expenses not covered by the grant.  Environmental – Vapor Intrusion Mitigation System o Interior demolition work to facilitate VIMS is scheduled to start on September 23rd. o Clean Vapor will start on September 25th. o Grant funds must be used by December 31, 2019. City is responsible for expenses not covered by the grant.  Hudson Building Plans o Building Permit is set to be issued. B. Panache Apple Under the terms of the Real Estate Option Agreement, Panache must submit certain financial information to the City by September 30, 2019 to evaluate the viability of the project and determine whether to move forward with a Purchase and Development Agreement. We have not received any new information to date and will further discuss at the October 10th HEDRA Meeting. C. Economic Strategic Plan Update The Economic Development Strategic Plan Update sent out earlier in September has been attached for your review. D. Development Updates  Real Estate Equities has developed concept plans for development of a 90 unit senior housing building at Schoolhouse Square. A neighborhood informational meeting will be held at 6pm on October 1st at City Hall.  Access Agreements have been finalized with Walgreens for development of Caribou Einstein near Vermillion and Highway 55.  The City Council adopted and ordinance to allow Climate Controlled Storage in the C-4 Zoning District. Plans for utilization of the former Sears Space at County Crossroads is expected soon.
