Quorum: Martin, Goderstad, Toppin, Ragan-Scully, Sovik-Siemens, and Simacek Absent: Smith Staff: Justin Fortney, City Planner Chair Martin called the meeting to order at 7:00 pm. II. Minutes: May 21, 2019 Motion by Goderstad for approval, seconded by Sovik-Siemens; motion approved 6- 0. III. Information and Reports A. 205 7th Street New fence panel and Awning roof awning cover. Fortney presented the application. Rita Dahl, applicant, said she had to remove some dying pine trees and now it is apparent there are missing fence panels. She added that taking the awing fabric down and up along with yearly cleaning had become problematic since her neighbor does not want her on his property. Motion by Goderstad for approval, seconded by Ragan-Scully; motion approved 6-0. B. 112 2nd St E – New window sign. Fortney presented the staff report. Kathy confirmed that the window sign would only need a permit and review if the sign were on the outside of the glass. Fortney said yes, but it’s rarely placed inside the window due to poor visibility. Motion by Toppin for approval, seconded by Simacek; motion approved 6-0. C. 200 and 202 7th St E – wood and window repair (staff approved) D. 521 Tyler St – Replace part of foundation (staff approved) E. 719 Vermillion St – Reproduce doors (staff approved) F. 706 Vermillion St – Re-side, doors, and windows on garage (Committee Approved) II. Business A. Discuss the OHDS District Design Guidelines Commissioner discussed the issues with the current guidelines for the OHDS district which include to bulk and density requirements, the ordinance is confusing due to the number of tables and the information on minor details. They said as they do many reviews per year they would be well suited for assisting in the review process. The commissioners wanted staff to continue to review Similar OHDS type regulations and report back later this summer. B. Century Home Application Review – 409 7th St W Fortney explained the application and recommended approval since the home maintains good character and based on the research provided, is over 100-years old. Motion by Sovik-Siemens for approval, seconded by Ragan-Scully, motion approved 6-0. IV. Adjourn. Motion by Goderstad, second by Toppin to adjourn the meeting at 7:40 pm; motion approved 6-0.
