City Council Minutes
July 15,2019
The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday,July 15,
2019, at 7:00 p.m. in the Council Chambers at the Hastings City Hall, 101 East 411 Street, Hastings,
Minnesota.
Members Present: Mayor Fasbender, Councilmembers Balsanek,Braucks,Folch,Leifeld, Lund and
Vaughan
Staff Present: Interim City Administrator Julie Flaten
City Attorney Dan Fluegel
Community Development Director John Hinzman
Finance Manager Melanie Lammers
Senior Accountant Ashley Parker
Approval of Minutes
Mayor Fasbender asked if there were any additions or corrections to the minutes of the Regular
City Council meeting on July 1,2019.
Minutes were approved as presented.
Comments from the audience
Dean Markuson,436 Tiffany Drive,addressed the council regarding upcoming events and
honoring service members from Hastings killed in the line of duty.
Council items to be considered
Flaten asked that#1 under Administration be discussed as the first item under Reports from City
Staff.

Councilmember Braucks motioned to approve as presented,seconded by Councilmember
Vaughan.Ayes 7;Nays 0.
Resolution No. 07-07-19: Approve Issuance and Sale of$3,935,000.00 General Obligation
Improvement Bonds,Series 2019A
Lammers introduced Jessica Green,Northland Securities, who reviewed the results of the bond
sale and the winning bidder.

Councilmember Lund motioned to approve as presented, seconded by Councilmember Braucks.
Ayes 7;Nays 0.
Great Rivers Landing Update
Hinzman provided a status update to the Council regarding the Great Rivers Landing.
Mike Mattingly, Confluence Development,detailed the work that has been done to date and the
timeline for future work. He also indicated that a boutique hotel has been determined and will provide
information soon.
Pat Reagan,Confluence Development, addressed Council's frustration to the delays of the
project.
Council discussed a waiver for landscape work to begin, VIMS system financing and timeline,
total City costs since inception of project in 2010,how loss of TIF funds are being covered,re-
engineering of interior plans done in late 2018,staff's time,grant deadlines,risk mitigation needed in
revised development agreement, sources of grant funds,"clean building"explanation, and the desire to
have the project completed.
Keeping of Chickens in Residential Areas Update
Hinzman summarized the history of amending the ordinance to allow chickens in residential
areas.The Planning Committee of the City Council voted 2-1 to ask Council to direct staff to start the
public hearing process of amending the ordinance to allow chickens in residential areas.
Council discussed the process going forward,staff s time,the Planning Commission review
timeline and possibly tabling the discussion.
Motion by Councilmember Lund to table the discussion of allowing chickens in residential areas
until sometime between December 2019 and February 2020, seconded by Councilmember Vaughan. Ayes
- Vaughan, Braucks, Lund and Fasbender;Nays-Folch, Balsanek and Leifeld. Motion is approved
tabling the discussion until sometime between December 2019 and February 2020.
Mayor Fasbender and Councilmembers made the following announcements
• The Heritage Preservation Commission will meet on Tuesday,July 16 at 7:00 p.m. at City Hall.
• The Public Safety Advisory Commission will meet on Thursday,July 18 at 6:30 p.m. at City Hall.
• Planning Commission will meet on Monday, July 22 at 7:00 p.m.at City Hall.
• Finance Committee will meet on Thursday,July 25 at 7:30 a.m. at City Hall.
• Open House for City Administrator Finalists on Friday,July 26 from 4:00—5:30 p.m. at City Hall.
• Interviews for City Administrator Finalists will be on Saturday,July 27 at 9:00 a.m. at City Hall.
• Utilities Committee of the Council meeting on Tuesday, July 30 at 5:30 p.m. at City Hall.
• City Council workshop on Monday,August 5 beginning at 5:30 p.m.
• National Night Out is Tuesday,August 6. Community Party at Lion's Park from 5:30—7:30 p.m.
• Rivertown Days is this weekend. Machinery Hill begins at 9:00 am under the bridge. Appreciation
for efforts of the Chamber of Commerce,City Staff, Reservists,volunteers,and multiple
organizations that make the weekend a success.
• Councilmember Leifeld reminded citizens about the upcoming Rotary concert featuring the band
Chicago.
Motion to adjourn the meeting was made by Councilmember Braucks,seconded by Councilmember
Lund. The meeting was adjourned at 8:32 p.m.
