HomeMy WebLinkAbout20190701 - CC Minutes Hastings, Minnesota City Council Minutes July 1,2019 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, July 1, 2019, at 7:00 p.m. in the Council Chambers at the Hastings City Hall, 101 East 4`h Street, Hastings, Minnesota. Members Present: Mayor Fasbender, Councilmembers Balsanek, Braucks, Folch, Leifeld, Lund and Vaughan Staff Present: Interim City Administrator Julie Flaten City Attorney Dan Fluegel Police Chief Bryan Schafer Community Development Director John Hinzman Economic Development Coordinator Rusty Fifield Finance Manager Melanie Lammers Presentation—'Familiar Faces' and Coordinated Response to Mental Health Schafer introduced Emily Schug, Dakota County Social Services Deputy Director, and Angela Lockhart, Integrated Service Delivery Coordinator, who presented information regarding mental health awareness and coordination with the Hastings Police Department. Approval of Minutes Mayor Fasbender asked if there were any additions or corrections to the minutes of the Regular City Council meeting and workshop on June 17, 2019. Minutes were approved as presented. Consent Agenda 1. Pay Bills as Audited 2. Resolution No. 07-01-19:Acceptance of and Appreciation of a Donation from Colleen Horsch to the Fire Department for the Antique Firehouse Cart Restoration 3. Resolution No. 07-02-19:Approve Dugarel's Outdoor Music-Tent Application and Liquor License Amendment Councilmember Folch motioned to approve as presented, seconded by Councilmember Braucks. Ayes 7;Nays 0. Resolution No. 07-03-19: Site Plan#2019-16—Storage Building—Schlomka—710 Commerce Drive Hinzman discussed the Site Plan#2019-16 request to build an industrial garage on the storage lot. This item was unanimously approved at the June 24 Planning Commission meeting. Council discussed the proposed landscaping, pavement of the site and proposed covenants. Don Schlomka, Schlomka Properties, provide clarification as to the placement of the industrial garage. Councilmember Vaughan motioned to approve as presented, seconded by Councilmember Braucks. Ayes 7;Nays 0. Adopt Economic Development Strategic Plan Fifield described the Economic Development Strategic Plan and that it was for information purposes only and no Council action is requested. This plan was approved by HEDRA and is an informational item for the Council. Approve Finalists in City Administrator Hiring Process Jim Miller, The Mercer Group,recapped the City Administrator hiring process to date and recommended four candidates be named as finalists following interviews held by the Ad Hoc Committee on June 19`" and 24`h Council discussed the Ad Hoc Committee recommended candidates and the next steps of the hiring process and thanked all involved in the hiring process. Councilmember Braucks motioned to approve as presented, seconded by Councilmember Leifeld. Ayes 7;Nays 0. Presentation and Approval of the 2018 Comprehensive Financial Report Lammers introduced Nancy Schulzetenberg, Bergan KDV. Schulzetenberg presented information on the 2018 Comprehensive Financial Report and audit process. Council discussed the Finance Committee meeting held before Council meeting, recognition of staff efforts and attention needed to the Fire&Ambulance and Hydro funds. Councilmember Vaughan motioned to approve as presented, seconded by Councilmember Balsanek. Ayes 7;Nays 0. Public Safety Advisor Commission 2018 Annual Report Public Safety Advisor Commission Dolores Pemble recapped the work of the Commission during 2018. Tobacco 21 Schafer reviewed the history of Tobacco 21, noted the approach of other Cities within Dakota County and recommendations from the Public Safety Advisory Commission(PSAC), including that the Public Safety Committee of the Council review this item. Council discussed available resources, that most vaping issues occur at Hastings High School, manpower needed for enforcement, cross-city enforcement concerns, appreciation of PSAC review, directing this item to the Public Safety Committee of the Council for a more in-depth examination, role of State Legislature and purchase age versus use age. Councilmember Folch, motioned to approve as presented and to send to the Public Safety Committee of the Council for review, seconded by Councilmember Balsanek. Ayes 7;Nays 0. Mayor Fasbender and Councilmembers made the following announcements • All City offices will be closed Thursday, July 4 in observation of Independence Day. • Planning Commission meeting on Monday, July 8`h at 7:00 p.m. at City Hall. • Planning Committee of the City Council meeting on Tuesday, July 9`h at 6:00 p.m. at City Hall. • Parks & Recreation Commission meeting on Tuesday, July 9 at 7:00 p.m. at City Hall. • HEDRA will meet on Thursday, July 11 t1i at 6:00 p.m. at City Hall. • On Monday, July 15`h the City Council will hold a workshop regarding the Dakota County Eastern Transit study. • Councilmember Lund reached out to Senator Bigham and Representative Jurgens for possible assistance with damage caused by flooding at Lake Rebecca and requested staff follow up. • Mayor Fasbender shared a letter received from a young citizen regarding plastic bags and pollution. Motion to adjourn the meeting was made by Councilmember Braucks, seconded by Councilmember Leifeld.
