Chair Alpaugh called the meeting to order at 7:00 p.m.
1. Oath of Office
Hinzman administered the Oath of Office to Commissioner Messina.
2. Call Meeting to Order
Planning Commissioners Present: Alpaugh, Johnson, Best, Martin and Messina
Planning Commissioners Absent: Barse and Siebenaler
Staff Present: Community Development Director Hinzman
3. Approval of Minutes
Commissioner Martin amended the minutes; page 4, should read ‘Ayes – Siebenaler, Johnson and
Barse; Nays – Martin and Alpaugh’.
Commissioner Johnson moved to approve the minutes as amended, seconded by Commissioner
Best. Motion approved 5-0.

OTHER ACTIONS
4. Vanguard Construction – Site Plan #2019-16 – Garage – 710 Commerce Drive. Staff report
by Justin Fortney.
Hinzman described the Site Plan #2019-16 request and indicated that this item will be presented
at the July 1, 2019 City Council meeting for final approval.
Commissioner Johnson inquired about the terms for deferring service requirements. Hinzman
provided clarification.
Bill Beckfeld, Vanguard Construction, commented that in the section Planning Commission
Action Requested of the staff memo, it should read Schlomka Properties not Schlomka Services.
Commissioner Martin moved to approve as presented, seconded by Commissioner Messina.
Motion approved 5-0.
5. Other Business
Hinzman updated the Commissioners of recent City Council actions and future Planning
Committee of the City Council and Planning Commission business.
Commissioner Martin asked about the progress of the Great River Landing project. Hinzman
discussed the status of the project.
Commissioner Alpaugh and Hinzman discussed the interior of the building of the Great River
Landing project.
Commissioner Johnson asked what was causing the project to be delayed. Hinzman discussed
possible reasons for the delay.
Commissioner Martin asked about the process of changing the ordinance to allow chickens in
residential areas. Hinzman specified the process of amending ordinances. Commissioner Martin
expressed concerns regarding requirements in the proposed ordinance.
6. Adjourn
Commissioner Johnson motioned to adjourn at 7:23 p.m.
