MINUTES Please see the attached HEDRA Meeting minutes from the June 13th regular meeting for your review and approval. III. BILLS June Bills John Hinzman $441.92 Admin – EDAM Conference Expenses Dakota County Property $64.80 Admin – Agreement Recording * Reimbursable Expenses Please see attached general ledger detail from the last two months for further information. IV. BUSINESS A. Resolution: Approve Revolving Loan Fund Application – T&S Properties (Hastings Art Center) – 216 East 4th Street. Please see the attached resolution and memorandum for further information. Action: Adopt Resolution No. 2019-02 authorizing the loan. B. 2020 HEDRA Budget Please see the attached preliminary budget submitted to the City along with the budget priorities discussed at last month’s meeting. Action: Discuss Budget V. REPORTS AND INFORMATION A. Great River Landing Regular meeting with Great River Landing Representatives have been established to assist in meeting construction targets including:  Parking Ramp – Open – Electric Vehicle Charging Station still needed  Park and Landscape Improvements o Grading Plans under review by City o Revised Landscape Plan completed and under review by Confluence; submittal to City planned by July 12th. o Grant funds must be used by December 31, 2019. Confluence is responsible for any park and landscape expenses not covered by the grant.  Environmental – Wood Sealing and Encapsulation o Bid specs under development by Stantec. Completion anticipated by July 12th o Contract may be issued end of July o Work to be completed in August o Grant funds must be used by December 31, 2019. City is responsible for expenses not covered by the grant.  Environmental – Vapor Intrusion Mitigation System o On site meeting scheduled for July 9th to finalize plans for final contract o Work to begin in September and be complete by November. o Grant funds must be used by December 31, 2019. City is responsible for expenses not covered by the grant.  Hudson Building Plans o Shell permit plans submitted November, 2018 o Architectural, Plumbing, Electrical, Structural, and Mechanical Plans submitted for building permit on June 17th.  Construction Financing o Prospectus information submitted for Construction Financing on July 1st o Confluence estimates 60-90 days for issuance of construction loan upon submittal of prospectus to banks. o Seeking early permission for construction work prior to issuance of construction loan.  Purchase and Development Agreement Amendment o Draft of proposed amendment under review by staff and Confluence. o Seeking further assurances on timing of development, and removing obligation for City payment of environmental costs if grant funding cannot be fully utilized  Misc o Requested Confluence’s attendance at the July 15th City Council meeting to provide an update. o Confluence has a verbal commitment for the hotel operator. A signed contract is anticipated shortly B. Panache Apple Metropolitan Council Staff has recommended approval of our $270,000 grant for environmental cleanup. Final action by Met Council is anticipated by the end of July. The Real Estate Option Agreement has been executed until October 31, 2019 with Panache required to submit specific development information by September 30, 2019. C. Tax Increment Finance Presentation – TIF 101 Rusty Fifield will provide a “TIF 101” presentation at the meeting providing an explanation of how it works. D. Economic Strategic Plan Update Please see the attached memo providing an update of Economic Development activities. Highlights include: E. F. Schedule Special HEDRA Meeting – Great River Landing Upon completion of the environmental wood sealing bid specification and final plans for the Vapor Intrusion Mitigation System, we may call a special meeting of HEDRA to take action prior to the August meeting.
