DETERMINATION OF QUORUM Proclamation: Declaring June 21, 2019 Make Music Day City Council members read the proclamation and Kelly Casey presented information on Make Music Day. Swearing in of Police Sergeant Matt Hedrick Chief Schafer introduced Sergeant Hedrick, Flaten administered the Oath and Hedrick’s wife pinned the badge. Introduction of Economic Development Coordinator Rusty Fifield Hinzman introduced Fifield. V. APPROVAL OF MINUTES Approve Minutes of the Regular City Council meeting on May 20, 2019. Minutes were approved as presented. VI. COMMENTS FROM THE AUDIENCE Comments from the audience may include remarks about items listed on the Consent Agenda. Senator Bigham provided an update on the recent legislative session and items relating to the City of Hastings. VII. COUNCIL ITEMS TO BE CONSIDERED VIII. CONSENT AGENDA The items on the Consent Agenda are items of routine nature or no perceived controversy to be acted upon by the City Council in a single motion. There will be no discussion on these items unless a Councilmember so requests, in which event the items will be removed from the Consent Agenda to the appropriate Department for discussion. Resolution : Acceptance of and Appreciation of a Donation from an Anonymous Donor for Youth Programming in the Parks & Recreation Department No. 06-03-19 4. Resolution : Approve a Temporary Liquor License for Always Lucy Strong No. 06-04-19 5. Resolution : Approve a Temporary Liquor License and Charitable Gambling Permit for the Hastings Fire Department Relief Association’s 79 th Annual Booya No. 06-05-19 6. Resolution : Acceptance of and Appreciation of a Donation from an Anonymous Donor for the Hastings Police Department’s K-9 Program No. 06-06-19 & No. 06-07-19 7. Resolution: Acceptance of and Appreciation of Donations from Tim Doffing of Duff’s Meat 2 for the Donation of Hot Dog s and from Lynn and Kevin Hoeschen of River City Popcorn for the Donation of Popcorn for the Police Week Open House IX. AWARDING OF CONTRACTS AND PUBLIC HEARING These are formal proceedings that give the public the opportunity to express their concern, ask questions, provide additional information, or support on a particular matter. Once the public hearing is closed, no further testimony is typically allowed and the Council will deliberate amongst itself and with staff and/or applicant on potential action by the Council. rd 1. Public Hearing: Vacation of Adams Street South of 3 Street (Stier and Helget) Hinzman introduced the item and requested Council to hold a public hearing regarding vacating Adams Street, south of 3 Street East. rd Public Hearing opened at 7:29 p.m. Hearing no comments Public Hearing closed at 7:30 p.m. X. REPORTS FROM CITY STAFF These items are intended primarily for Council discussion and action. It is up to the discretion of the Mayor as to what, if any, public comment will be heard on these agenda items. A. Public Works 1. Consider Permanent Installation of Water System Disinfection Egger summarized the history of the contamination of the City’s water supply and asked Council to consider implementing permanent ongoing disinfection. Council discussion on various options looked at, potential future threats, funding mechanism, health impacts of chlorine, rate increases, do nothing option, and appreciation to staff for due diligence and public involvement throughout process. Braucks, Folch to approve as presented. 7-0 2. City Administrator Hiring Update and Appointment of Ad Hoc Committee Jim Miller, The Mercer Group, updated the Council of the City Administrator hiring process and the appointment of an Ad Hoc committee. REPORTS FROM CITY COMMITTEES, OFFICERS, COUNCILMEMBERS · Planning Committee of the City Council meeting on Thursday, June 6 th at 7:30 a.m. at City Hall. · Planning Commission will meet on Monday, June 10 at 7:00 p.m. at City Hall. th · The Summer Kick-off Celebration begins on Tuesday, June 11 starting at 5:30 p.m. in Levee Park. · HEDRA will meet on Thursday, June 14 th at 6:00 p.m. at City Hall. · Councilmember Folch announced her appointment to the Governor’s Council on Connected and Automated Vehicles.
