Talking Papers- City Council, 20 April 2019
Good evening, City of Hastings Leadership!!! My purpose of speaking to you is about the movement in
Hastings that started over ten (10) years ago, that commits the community to demonstrate their services,
support to over eighteen thousand service members, veterans, families and especially the “military brats”
What is the mission and is it still relevant?
To develop a comprehensive program that creates awareness for the purpose of connecting service
members, veterans, families and children with community support, training, services and resources; ALL
Service members of any branch, ALL veterans of any age or era and military families and conduct cross-
sector collaboration to synchronize local accessible resources, recognize and identify military-connected
resident.
Yes it is relevant as there are still community members serving in harms way, while their families remain
home. The estimated is over 1,826 service members and Veterans. Plus many spouses and children.
Brief History Lesson. This was initiated by Dr Bill Spinelli at SEAS many moons ago, issuance of a City
Council proclamation and subsequently proclaim by MN Governor Dayton on Sept 22, 2010. I would like
you to read this resolution of support, sign by the City Council of the City of Hastings, on the 15th day of
March, 2010
Why tonight. I'm retiring from the community initiative after over 10 years of service due to health issues.
A replacement must be found that is younger than me, that possesses leadership skills and is energetic
and outgoing. It must be noted that this is a volunteer position, which receives no wages, just a personal
satisfaction of serving the community residents. Do you know anyone in the community that is willing to
step up?
Financial Impact: There is none as not a penny has been taken from the city coffers. It has been
supported thorough donations, with no fund raising efforts, just from the heart. The budget is
approximately two thousand ($2000) dollars annually..
Activities and Events. There are many, but partnering is the key to eliminating redundancy. Some of the
high points are continuance of normal activities within the community (Veterans Remembrance,
Recognition, Support to the Hastings Veterans Home (over 125 residents), Meetings and Seminars, and
normal events such as Patriotic Holidays, Downtown Cruise-in, Rivertown Days, Little Log House, Dakota
County Fair, Youth Programs).
What has been done in the past? (Successful and Unsuccessful). Quarterly interaction with Dakota
County, Military Support Groups in the school, Unmet Needs, MNARNG unit liaison, visibility, celebrating
Patriotic holidays, relationships, recognition, identification of families. Yes, we were not successful in
some areas. Effectiveness, Community representation, Volunteers, Minnesota : Promising/Best Practice
directives and finally attendance at the Joining Community Forces conference.
Future directions. Finding a Leader, Establishment of a steering committee and board of directors,
implementation of Minnesota: Promising/Best Practices. Support of community actions and establishment
of new procedures and activities: VA Town Hall meeting, Personal Finances and .Community Needs.
Next Steps. Find a New Leader, effective action plan and implementation of Minnesota Promising and
Best Practices.

minds is June 13th, 7:00 PM at the Nelson Lucking American Legion Post 47. (Come and dine, prior to
