IV. DETERMINATION OF QUORUM
Proclamation: Declaring May 17th as Sons of Norway Day Terry Flowers addressed
the Council and provided history of the Hastings lodge.
V. APPROVAL OF MINUTES
Approve Minutes of the Regular City Council meeting on April 15, 2019.
Minutes were approved as presented.
VI. COMMENTS FROM THE AUDIENCE
Comments from the audience may include remarks about items listed on the Consent Agenda.
Matt Begich of 718 West 4th Street addressed the Council with questions regarding
Tennis Sanitation not allowing for the use and reuse of plastic bags at the compost
site. Staff will follow up with Mr. Begich.
VII. COUNCIL ITEMS TO BE CONSIDERED
VIII. CONSENT AGENDA
The items on the Consent Agenda are items of routine nature or no perceived controversy to be
acted upon by the City Council in a single motion. There will be no discussion on these items
unless a Councilmember so requests, in which event the items will be removed from the Consent
Agenda to the appropriate Department for discussion.
Councilmember Vaughan asked to have #10 removed from the consent agenda.
Mayor Fasbender said it will be #1 under Administration.

IX. AWARDING OF CONTRACTS AND PUBLIC HEARING
These are formal proceedings that give the public the opportunity to express their concern, ask
questions, provide additional information, or support on a particular matter. Once the public
hearing is closed, no further testimony is typically allowed and the Council will deliberate
amongst itself and with staff and/or applicant on potential action by the Council.
X. REPORTS FROM CITY STAFF
These items are intended primarily for Council discussion and action. It is up to the discretion of
the Mayor as to what, if any, public comment will be heard on these agenda items.

1. Resolution No. 05-05-19: Approval of Land Credit and Property Sale – Creek
Rentals (2030 Spiral Blvd)
Hinzman detailed the land credit sale and concept plan proposed by Creek
Rentals, LLC for the property located at 2030 Spiral Blvd. HEDRA
recommended approval of the land credit and property sale to Creek Rentals,
LLC. Hinzman noted that the HEDRA commissioners did not support using
the sale proceeds to relocate the top soil from the site. If topsoil is to be sold by
the City it will need to be declared excess property in a separate motion.
Council discussion on timeframe for moving dirt pile, Plan B if dirt does not
sell, other available parcels for proposed development, HEDRA discussion
recap, and proposed landscaping is above minimum requirements.

C. Administration
1. 1st Reading\Order Public Hearing: Amend City Code to Allow Chickens in
Residential Areas
Councilmember Vaughan asked staff to provide three additional items at the
May 20th public hearing. These include data on number of call/inquiries
received about chickens, any available data from realtors as to if not
allowing chickens is a barrier to selling property and if approval can be an
administrative process.
Council discussion on wanting information on enforcement process, can
individual neighbors provide input before permit is issued, notification of
neighbors, possibility of Planning Commission holding another public
hearing and what does 200’ feet distance equate to in number of homes.
Motion by Councilmember Leifeld to approve with staff providing data on
number of calls/inquiries staff receive about chickens, realtor data, and
notification process.

XIII. REPORTS FROM CITY COMMITTEES, OFFICERS, COUNCILMEMBERS
City Council and HEDRA Workshop on Thursday, May 9th at 6:00 p.m. at City
Hall.
City Council Workshop on Monday, May 13th at 5:30 p.m. at City Hall to
discuss the 2020 Budget.
Planning Commission will meet on Monday, May 13th at 7:00 p.m. at City Hall.
Parks & Recreation Commission will meet on Tuesday, May 14th at 7:00 p.m. at
City Hall.
Hastings Police Department Open House for Police Week on Tuesday, May 14th
at 5:00 p.m. at the Police Station.
Utilities Committee of the City Council meeting on Monday, May 20th at 5:30
p.m. at City Hall to discuss solar subscriptions.
Councilmember Leifeld mentioned event at St. John’s Cemetery in Vermillion
on Saturday, May 11th from 10:00 a.m. – 4:00 p.m. to clean headstones of
Veterans’ and their families.
Councilmember Braucks provided an update on the City Administrator hiring
process that applications are now being accepted through the City’s recruiter,
The Mercer Group.
Councilmember Balsanek will attend the DCC Board of Directors meeting on
May 16th.
