HomeMy WebLinkAbout20190401 - CC Minutes Hastings, Minnesota City Council Minutes April 1, 2019 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, April 1, 2019, at 7:00 p.m. in the Council Chambers at the Hastings City Hall, 101 East 4"'Street, Hastings, Minnesota. Members Present: Mayor Fasbender, Councilmembers Balsanek, Braucks, Folch, Leifeld, Lund and Vaughan. Absent:None. Staff Present: Interim City Administrator Julie Flaten City Attorney Dan Fluegel Public Works Director Nick Egger City Engineer Ryan Stempski Assistant City Engineer John Caven Community Development Director John Hinzman Approval of Minutes Mayor Fasbender asked if there were any additions or corrections to the minutes of the Regular City Council Meeting on March 18, 2019. Minutes were approved as presented. Comments from the Audience Gary Stevens, 1326 17"' Street W, commented on the infrastructure needs on 15"' Street and the mill and overlay program. Council Items to be Considered Councilmember Lund asked that the Operations Committee review the neighborhood improvement process and explained why. Mayor Fasbender indicated this would be moved to 43 under Administration. Councilmember Braucks moved to add the neighborhood improvement process as#3 under Administration, seconded by Councilmember Lund. Ayes 7;Nays 0. Consent Agenda 1. Pay Bills as Audited 2. Resolution No. 04-05-19: Reauthorization of Variance to Erect Carport; Peters, 295 West 15"' Street 12. Resolution No. 04-06-19: Proclaiming Arbor Day for 2019 Councilmember Folch motioned to approve as presented, seconded by Councilmember Braucks. Ayes 7;Nays 0. Adopt ADA Transition Plan Assistant City Engineer Caven summarized the origins of the ADA Transition Plan, detailed the method of data collection and analyzed and discussed the 30 year timeline plan. Additionally, Council approval was needed to qualify for federal funding if it becomes available. Council discussed that this was federally mandated without any funding support, total costs, grant funding options, 30 year timeline, resident sidewalk responsibilities and liabilities, MnDOT schedule for intersection upgrades, playground accessibility and thanked staff for their work on the project Councilmember Vaughan motioned to approve as presented, seconded by Councilmember Lund. Ayes 7;Nays 0. Resolution No. 04-07-19A and 04-07-1913: Minor Subdivision and Variance#2019-06; Kranz, 1548 Featherstone Road Hinzman discussed the minor subdivision and variance request for 1548 Featherstone Road. Planning Commission voted to approve with no concerns heard from neighboring residents. Council discussed any future potential development near 1548 Featherstone Road and neighborhood notification. Councilmember Braucks motioned to approve the minor subdivision as presented, seconded by Councilmember Balsanek. Ayes 7;Nays 0. Councilmember Braucks motioned to approve the variance as presented, seconded by Councilmember Balsanek. Ayes 7;Nays 0. Seek City Council Direction on Consent Agenda Process Fluegel described the Consent Agenda process and the pros/cons of allowing citizens to remove items from the agenda. He asked direction from Council on how to proceed. Council discussed the audience comment portion of the meeting. Fluegel clarified that the language has been on consent agenda since at least 1984. Several councilmembers provided reasons why the language should or should not be included. Councilmember Balsanek motioned to omit the citizen's ability to remove items from the consent agenda, seconded by Vaughan. Council discussed the topic further. Councilmember Folch amended the motion to also adding the language `on consent agenda or other items' to Comments from the Audience header, seconded by Councilmember Leifeld. Ayes - Folch, Braucks, Lund, Leifeld, Fasbender.Nays—Vaughan, Balsanek. Solar Subscription Opportunities Councilmember Folch recapped the history of solar opportunities for the City and asked that it be presented to the Planning Commission for their consideration. ISD 200 School Board Member Kelsey Waits spoke about the school board decision process for a solar subscription. Council discussion on changing technology, carbon free energy, past solar subscription process, that solar energy was not identified as a council priority, process for item being presented to council and concerns with previously proposed contracts. Council discussed which would be the appropriate commission or committee to examine solar subscription opportunities. Councilmember Leifeld amended the motion to direct the Utilities Committee of the Council to examine solar subscription opportunities, seconded by Councilmember Lund. Ayes 7;Nays 0. Neighborhood Infrastructure Process Councilmember Lund requested that the Operations Committee of the Council examine three items pertaining to the neighborhood infrastructure process: CIP used as guidance to provide more notification to residents of upcoming street improvement projects; creating a brochure of the process from start to finish, including timelines, definitions, etc.; and clarity of formulas used to calculate assessment and documenting these formulas. Councilmember Lund motioned to direct the Operations Committee of the Council to examine the neighborhood infrastructure process, seconded by Councilmember Balsanek. Ayes 7;Nays 0. Mayor Fasbender and Councilmembers made the following announcements: • Water Disinfection Open House on Thursday, April 4 at 6:00 p.m. at City Hall. • Parks and Recreation Commission Meeting on Tuesday, April 9 at 7:00 p.m. at City Hall. • Heritage Preservation Commission Meeting on Tuesday, April 16 at 7:00 p.m. at City Hall. • Arbor Day Celebration on Friday, April 19 from 1:00 p.m. to 2:30 p.m. at Riverwood Park. • Household Hazardous Waste and Spring Clean-Up on Saturday, April 27 from 9:00 a.m. to 1:00 p.m. at Cal Ruedy Public Works Building. • Public Works Director Egger provided an update on the Mississippi River flooding. • Councilmember Braucks, in response to an email received about a child being harassed while walking home from school, encouraged residents on community responsibility. • Councilmember Folch provided an update from the Dakota County Legislative breakfast held earlier in the day. • Councilmember Balsanek and his wife, Betsy, were congratulated on their 50`x'wedding anniversary. Motion to adjourn the meeting was made by Councilmember Braucks, seconded by Councilmember Balsanek.
