A simple majority vote is necessary for a site plan approval (4 of 7). Background Information: The applicants are proposing to make stadium area improvements including the installation of a synthetic turf, handicap bleacher lift, parking lot paving, trash enclosure, ticket buildings, and reconstruction of the concessions building. Please see the attached April 8, 2019 Planning Commission staff report for further information. Financial Impact: N/A Advisory Commission Discussion: The Planning Commission voted 6-0 to recommend approval of the action at the April 8, 2019 meeting. Only the applicants spoke to the item. Council Committee Discussion: N/A Attachments: • Resolution • Planning Commission Memo – April 8, 2019 X-B-01 HASTINGS CITY COUNCIL RESOLUTION NO._________ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HASTINGS GRANTING SITE PLAN APPROVAL FOR MCNAMARA STADIUM AREA IMPROVEMENTS LOCATED AT 251 10TH STREET WEST Council member ___________________________ introduced the following Resolution and moved its adoption: WHEREAS, Wold Architects and Engineers, agents for the Hastings Public School District have petitioned for Site Plan approval to construct ticketing buildings, parking lot, reconstruct the concessions building, and other related improvements to the stadium area, generally located at 251 10th Street West, legally described as parts of Blocks 16, 17, and 18 of Town of Hastings Blocks 1 Thru 99 Addition to Hastings, Dakota County, Minnesota; and WHEREAS, on April 8, 2019, review was conducted before the Planning Commission of the City of Hastings, as required by state law, city charter, and city ordinance; and WHEREAS, The Planning Commission recommended approval of the request subject to the conditions hereunder; and WHEREAS, The City Council has reviewed the request and recommendation of the Planning Commission; and WHEREAS, The City Council grants site plan approval as outlined in Chapter 155.51. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HASTINGS AS FOLLOWS: That the City Council hereby approves the Site Plan as presented subject to the following conditions: 1) Conformance with the plans submitted with the Planning Commission Staff Report dated April 8, 2019. X-B-01 2) All disturbed areas on the property shall be stabilized with rooting vegetative cover to eliminate erosion control problems. 3) Approval of the Grading, Drainage, Erosion Control, and Utility Plans by the Public Works Director and payment of any required inspection escrows. 4) All new lighting shall incorporate shields and cut-offs to direct light on the site. 5) Approval is subject to a one year Sunset Clause; if significant progress is not made towards construction of the proposal within one year of City Council approval, Site Plan approval is null and void. 6) The property must be platted prior to the issuance of the Certificate of Occupancy, provided that the City may, in its sole and reasonable discretion, issue the CO upon receipt of other assurances that the property will be timely platted. 7) Conditional approval has been provided by MnDot as sumarized below and more specifically addressed in their April 11, 2019 letter. a. Provide tree protection measures per MnDot requirements for trees on property leased from MnDOT b. Provide information regarding the proposed scoreboard location as it relates to the survey monument that must be protected. c. Continue to work with MnDot on the proposed land conveyance as Superintendent Collins requested in a 3-13-2019 letter. d. Contact Mndot regarding the encroachment of structures on state right-of-way to review the issue. e. MnDot strongly recommends that bicycle racks be included at the facility f. A MnDot drainage permit will be required for this site to ensure current drainage rates to MnDOT right-of-way will not be increased. g. Permits must also be obtained for work in state Rights-of-way. Hastings, MN 55033 X-B-01 To: Planning Commission From: Justin Fortney, City Planner Date: April 8, 2019 Item: McNamara Stadium – Site Plan #2018-57 – Stadium Area Improvements – 251 10th Street West Planning Commission Action Requested: Review the request of Wold Architects and Engineers for Site Plan approval of improvements to McNamara Stadium facilities. BACKGROUND Existing Condition The site is nearly five acres, including a few platted city blocks, undeveloped city rights-of-way, and property owned by the Minnesota Department of Transportation. The site contains an athletic stadium, storage building, concession building, bleachers, and a gravel parking lot. Proposed Condition Proposed improvements generally include the installation of a synthetic turf, handicap bleacher lift, parking lot paving, trash enclosure, ticket buildings, and reconstruction of the concessions building. Comprehensive Plan Classification The site is designated as “Institutional” in the 2030 Hastings Comprehensive Plan. Site development is consistent with the Plan. Zoning Classification The site is zoned A, Agricultural, which allows for recreation facilities. West Walgreens C-3 Community Regional Commerce Commercial Planning Commission Memorandum X-B-01 SITE PLAN REVIEW Vehicular Access and Circulation Vehicular access and circulation is improved by paving and striping the parking lot. Pedestrian Access Pedestrian access is improved by replacing sidewalks and adding a bleacher lift to the north bleachers. Required Parking The number of parking stalls is unchanged. The limited improvements to the facility does not trigger additional parking requirements. Architectural Appearance The proposed construction meets architectural appearance standards and will match the existing buildings. The predominant materials include stone veneer and rock faced block. Landscape An existing tree and some landscaping will be removed for the improvements and replaced with a row of trees along Highway 55. Full landscaping compliance is not part of a site plan review with less than 25% building additions. Lighting Plan A photometric plan showing low light levels (.0-.1 foot candles) at the property boundaries has been submitted. (≤ .5 foot candles is required adjacent to residential zoning) Grading, Drainage, Erosion Control and Utility Plan Review The Public Works Department is reviewing the Grading, Drainage, Erosion Control, and Utility Plans. MN DOT Review Since some site improvements are taking place on MnDot property, MnDot has provided authorization for the city to review the application. Plans were submitted to MnDot for review because it is adjacent to a state highway. They have provided some conditions for development that staff has included in the resolution conditions. Before further development, please address the following: Tree Protection See Figure 1 for required protection measures for trees on property leased from MnDOT. Please provide information on how the MnDOT survey monument near the proposed scoreboard will be protected and maintained during and after construction. The survey monument is critical to the monitoring and protection of the stone wall along MN 61, and it is essential that the monument is not moved or damaged. Please describe any grade changes in this area of the site, possible relocation of the scoreboard, and the type of foundation that will be installed to support the scoreboard. Please be aware that the cost to reinstall the survey monument is approximately $10,000. Right-of-Way MnDOT has received the written requests dated 3/13/19 from Superintendent Collins for the updated lease for the parking area and the conveyance of the building area, and these requests are now being processed. X-B-01 Page 2 of 5 Bicycle Racks The plans do not appear to include provisions for bike racks. Encouraging facility users and visitors to arrive by bike and on foot will be an important strategy for reducing motor vehicle traffic congestion on MN 55 and MN 61, as well as mitigating parking concerns in the adjacent residential neighborhood. Therefore, MnDOT strongly recommends that bicycle racks be included at the facility. Drainage A drainage permit will be required for this site to ensure that current drainage rates to MnDOT right-of- way will not be increased. Please provide computations and plans so that MnDOT may verify that the proposed development maintains or reduces drainage rates to the state right-of-way. Please include both existing and proposed site conditions. Drainage permit applications are available and may be submitted online at: https://dotapp7.dot.state.mn.us/OLPA. Please submit the following documents with the drainage permit application: 1. A grading plan showing existing and proposed contours. 2. Drainage area maps for the proposed project showing existing and proposed drainage areas. Any off-site areas that drain to the project area should also be included in the drainage area maps. The direction of flow for each drainage area must be indicated by arrows. 3. Drainage computations for pre- and post-construction conditions during the 2-, 10-, 50-, and 100-year rain events. 4. Time of concentration calculations. 5. An electronic copy of any computer modeling used for the drainage computations. MnDOT’s drainage permits checklist is attached for your convenience.
