HomeMy WebLinkAbout3 - Site Plan McNamara Stadium To: Planning Commission From: Justin Fortney, City Planner Date: April 8, 2019 Item: McNamara Stadium – Site Plan #2018-57 – Stadium Area Improvements – 10th Street West PLANNING COMMISSION ACTION REQUESTED: Review the request of Wold Architects and Engineers for Site Plan approval of improvements to McNamara Stadium facilities. BACKGROUND Existing Condition The site is nearly five acres, including a few platted city blocks, undeveloped city rights-of- way, and property owned by the Minnesota Department of Transportation. The site contains an athletic stadium, storage building, concession building, bleachers, and a gravel parking lot. Proposed Condition Proposed improvements generally include the installation of a synthetic turf, handicap bleacher lift, parking lot paving, trash enclosure, ticket buildings, and reconstruction of the concessions building. Comprehensive Plan Classification The site is designated as “Institutional” in the 2030 Hastings Comprehensive Plan. Site development is consistent with the Plan. Zoning Classification The site is zoned A, Agricultural, which allows for recreation facilities. Planning Commission Memorandum Adjacent Zoning and Land Use The following land uses abut the site Existing Use Zoning Comprehensive Plan North Housing R-2 Medium Density Residence Res/ Commercial East Highway 55/ Park A Agricultural Park South Commercial, Housing, park R-2, A, C-3 Community Regional Commerce Park, Res, Com. West Walgreens C-3 Community Regional Commerce Commercial SITE PLAN REVIEW Vehicular Access and Circulation Vehicular access and circulation is improved by paving and striping the parking lot. Pedestrian Access Pedestrian access is improved by replacing sidewalks and adding a bleacher lift to the north bleachers. Required Parking The number of parking stalls is unchanged. The limited improvements to the facility does not trigger additional parking requirements. Architectural Appearance The proposed addition meets architecural appearance standards and will match the existing building and be constructed of stone venier and rock faced block. Landscape and Streetscaping An existing tree and some landscaping will be removed for the improvements and replaced with a row of trees along Highway 55. Full landscaping review and compliance is not part of a site plan review with less than 25% building additions. Lighting Plan A photometric plan showing low light levels (.0-.1 foot candles) at the propery boundries have been submitted. (≤ .5 foot candles is requred adjacent to residencial zoning) Grading, Drainage, Erosion Control and Utility Plan Review The Public Works Department is reviewing the Grading, Drainage, Erosion Control, and Utility Plans. MN DOT Review Since some site improvements are taking place on MnDot property, MnDot has provided authorization for the city to review the application. Plans have been submitted to MnDot for review because it is adjacent to a state highway. Site Plan approval shall be conditioned on final approval by MnDot. RECOMMENDATION Approval of the Site Plan is recommended subject to the following conditions: 1) Conformance with the plans submitted with the Planning Commission Staff Report dated April 8, 2019. 2) All disturbed areas on the property shall be stabilized with rooting vegetative cover to eliminate erosion control problems. 3) Approval of the Grading, Drainage, Erosion Control, and Utility Plans by the Public Works Director and payment of any required inspection escrows. 4) All new lighting shall incorporate shields and cut-offs to direct light on the site. 5) Approval of the Site Plan by the Minnesota Department of Transportation. 6) Approval is subject to a one year Sunset Clause; if significant progress is not made towards construction of the proposal within one year of City Council approval, Site Plan approval is null and void. 7) The property must be platted prior to the issuance of the Certificate of Occupancy, provided that the City may, in its sole and reasonable discretion, issue the CO upon receipt of other assurances that the property will be timely platted.
