Council Action Requested:
The council is requested to adopt the enclosed resolution approving the 2019 Mill & Overlay Program and
authorize advertisement for bid.
Background Information:
A mill and overlay is a street maintenance technique that extends the life of a pavement by removing the
top layer of pavement by milling off the surface. After the top layer is removed, a new layer of
bituminous pavement is put back in its place. The ideal street to mill and overlay contains the following
characteristics:
• Age: 20-25 years old
• Pavement Condition Index (PCI) Rating: 55-70 on a scale of 0-100, 100 being a brand new road
in perfect condition.
• Cross Section: 4” minimum pavement thickness
• Surface: Cracks becoming wider and more abundant. Potholes becoming more prevalent. Surface
may appear better than the actual road condition dictates. Annual maintenance costs begin to
spike.
• Base: Generally in good condition.
The project proposes to mill the top 2” of pavement for 1.46 miles on Ramsey St from 10th St to 18th St,
Tyler St from 10th St to 18th St, River St from 4th St to Hwy 55, and pedestrian ramp safety improvements
located on General Sieben Dr at Market Blvd and South Frontage Rd. Please note: This scope varies from
the one proposed in the 2019 Budget requests, which included Northridge Drive instead of River Street.
Late in the budgeting process funding for the program was reduced and staff made adjustments to
maximize utilization of the approved funding in the 2019 Budget.
Ramsey St, Tyler St, and River St were last constructed in 1991, 1992 and 1987 respectively. PCI ratings
fall narrowly below the targeted range for a mill and overlay however they remain a good candidate for a
mill and overlay since most of the dilapidation can be attributed to surface stripping and potholing. The
base remains in decent condition.
The project also includes replacing the adjacent sidewalk pedestrian ramps to include truncated domes to
meet ADA standards, spot replacement of curb and gutter, spot replacement of rings and castings on
catch basins and manholes, and spot replacement of problematic top box sections on gate valves.
Centerline striping will remain the same as the existing layout.
The timeline for this project is to begin construction as early as June 10th and be wrapped up by no later
than July 18th to accommodate Kennedy Elementary School and Rivertown Days festivities. The entire
process should take approximately 3-4 weeks.

Financial Impact:
Ramsey St and Tyler St from 10th St to 15th St are State Aid streets. The City’s Municipal State Aid for
Local Transportation account via MnDOT and not the general fund will account for a targeted cost of
$200,000. The state aid portion has an estimated construction and inspection cost of $207,000.
Ramsey St and Tyler St from 15th St to 18th St and River St from 4th St to Hwy 55 are local residential
non-State Aid streets and is allotted a $200,000 budget. The non-State Aid portion has an estimated
construction and inspection cost of $200,000. General Sieben Dr pedestrian ramp safety improvements
has a $65,000 budget and the construction cost estimate is $54,000.

RESOLUTION APPROVING PLANS AND AUTHORIZING ADVERTISEMENT FOR
BIDS FOR 2019 MILL & OVERLAY IMPROVEMENTS
WHEREAS, the City contracts for a mill and overlay project as part of its pavement
maintenance and preservation plan;
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
HASTINGS AS FOLLOWS; that
1. Plans and specifications for the 2019 Mill & Overlay Program prepared by the Hastings City
Engineer are hereby approved as presented, and;
2. The City Engineer shall prepare and cause to be inserted on the Quest Construction Data Network
web site, and on the City of Hastings official web site an advertisement for bids for the
construction of the approved 2019 Mill & Overlay Program in accordance with such approved
plans and specifications. The advertisement shall be published for three weeks, shall specify the
work to be done, shall state that bids will opened at 10:00 AM, Thursday, April 25, 2019 at
Hastings City Hall, and that no bids will considered unless sealed and filed with the Clerk and
accompanied by a cash deposit, cashier’s check, bid bond, or certified check payable to the City of
Hastings for 5% of the amount of each bid.
