Chris Kopp spoke on behalf of Hastings Family Service.
Presentation: 2018 ReScape Community Impact Award: Hastings Artspace Lofts
Hinzman introduced Hava Blair of MN Brownfields and Steve Jansen of Braun Intertec
who presented the award to the City.
V. APPROVAL OF MINUTES
Approve Minutes of the Regular City Council meeting on February 4, 2019.
Minutes were approved as presented.

The items on the Consent Agenda are items of routine nature or no perceived controversy to be acted upon
by the City Council in a single motion. There will be no discussion on these items unless a Councilmember
or citizen so requests, in which event the items will be removed from the Consent Agenda to the appropriate
Department for discussion.

IX. AWARDING OF CONTRACTS AND PUBLIC HEARING
These are formal proceedings that give the public the opportunity to express their concern, ask questions,
provide additional information, or support on a particular matter. Once the public hearing is closed, no
further testimony is typically allowed and the Council will deliberate amongst itself and with staff and/or
applicant on potential action by the Council.
1. Public Hearing – 2019 Neighborhood Infrastructure Improvement Project
Stempski introduced the item requesting Council to conduct a public hearing
regarding the proposed scope and features of City Project 2019-1, the 2019
Neighborhood Infrastructure Improvements. The proposed project includes two
separate geographic areas (Area 1 – Louis Lane neighborhood and Area 2 – Bohlken
Drive/31st Street W Neighborhoods). The project scope identifies full reconstruction
and reclaiming of streets.
Public Hearing opened at 7:32 p.m.
Lindsay Anderson of 1953 Louis Lane asked about street marking for bike lanes and
dog waste.
Adeline McDonald of 1918 Manor Lane asked about disabled residents’ access
during construction and postal delivery.
Ron Rother of 680 South Park Court commented on the condition of Hackberry
Street.
Ken McDonald of 1918 Manor Lane asked about sewer pipe replacement vs. sewer
lining.
Bruce Ganrud of 1895 Louis Lane asked about change in angle of street for right of
way and drainage.
Todd Herbst of 3275 Lester Avenue asked about March 18th assessment hearing.
David Greengo of 705 Bohlken Drive commented on the geographic area of the
project.
Public Hearing closed at 7:56 p.m.
Council discussion on which lots are included in project, swale and drainage, trail
inclusion effect on assessments, timing of project and work in separate construction
areas, Louis Lane speed and amount of traffic, spot curb replacement, commitment
to Comprehensive Plan, staff assistance throughout project and appreciation for
community input.
X. REPORTS FROM CITY STAFF
These items are intended primarily for Council discussion and action. It is up to the discretion of the Mayor
as to what, if any, public comment will be heard on these agenda items.

XII. NEW BUSINESS
1. Resolution No. 02-09-19: Support Xcel Energy’s Commitment to 100 Percent Carbon Free
Energy Production by 2050
Councilmember Folch introduced the item asking Council to consider adopting the
resolution in support of Xcel Energy’s Commitment to 100 Percent Carbon Free Energy
Production by 2050.
Council discussion on value for residents, support of resolution creating commitment or
setting precedence.
Folch made motion to approve, hearing no second, motion fails
XIII. REPORTS FROM CITY COMMITTEES, OFFICERS, COUNCILMEMBERS
Planning Commission meeting on Monday, February 25th at 7:00 p.m. at City Hall.
Equity Innovation Lab on Tuesday, February 26th at 6:00 p.m. at Hastings Golf
Club.
Administrative Committee of the Council will meet on Thursday, February 21st to
discuss the proposals received for the City Administrator search process.
Mayor Fasbender and several councilmembers will attend the League of Minnesota
Cities Legislative Conference on Thursday, February 21st.
Happy Birthday to Councilmember Leifeld.
