Quorum: Martin, Toppin, Goderstad, Smith, Ragan-Scully, Sovik-Siemens, and Simacek Absent: None Staff: Justin Fortney, City Planner Chair Amy Martin called the meeting to order at 7:00 pm. II. Elect 2019 Chair and Vice chairs Motion by Sovik-Siemens to nominate current Chair Martin as the HPC Chair for 2019, seconded by Smith; motion approved 6-0-1 (Martin Abstained). Motion by Sovik-Siemens to nominate current Vice Chair Smith as the HPC Vice Chair for 2019, seconded by Toppin; motion approved 6-0-1 (Smith Abstained). III. Minutes: October 16, 2018 Motion by Smith for approval with the addition of Toppin to the Quorum list, seconded by Ragan-Scully; motion approved 7-0. IV. Information and Reports A. 207 2nd St W – New roof with changes Fortney presented the proposal, which included new triangular shingles, a copper porch roof and copper ridging on the tower roof. Fortney said the proposed shingles are more similar to some decorative shingles used on stately homes in the early 20th century than the current architectural shingles on the home now, which were not manufactured until the late 1980’s. He explained that mansard roofs often do have metal ridges on them, but added we have no evidence this roof did. Furthermore, Fortney added that there is no evidence that metal ridges were ever used on just some of the roof ridges of homes. He said both the applicant’s and his research only found photos of similar homes with all ridges being treated uniformly. Fortney said the same is true of the porch’s mansard roof, since it is designed the same as the other mansard roofs on the home. He added that if it were a different pitch or design, it may have been roofed differently, possibly with metal. He said the earliest photo we have is from 1960, which shows plain shingles on all the mansard roofs and ridges. Laurel Ryan, applicant said, while we don’t have early photos or proof of roofing, there are examples in town of metal ridges, porch roofs, and towers being treated differently that the rest of the home, if not from a roofing standpoint, but at lease with more fanciful treatments. Ryan showed the HPC photo 72 from the Hastings Historic Handbook of the demolished St. Raphael’s Hospital, which appears to have thin metal ridges on the conical tower and wood or thick metal ridges on the wood shingled mansard roof. Chair Martin said there is not a lot of historical or architectural evidence to base a decision on. She added that as a result, any motion should include specific reasoning to limit the precedence from being too broadly applied. Motion by Smith for approval of the request to replace the shingles with the proposed triangular shingles, seconded by Ragan-Scully; motion approved 7-0. Motion by Goderstad for approval of the request to use copper ridge caps and porch roofing as proposed in the applicant January 14, 2019 application addendum based on the following findings, seconded by Simacek; motion approved 7-0. - The applicant has completed a great deal of research showing that this style of home often has different treatments to the tower than the rest of the home - No original material will be affected - The work is reversible - The materials and design were available at the time of the home’s construction and throughout its period of significance V. Business A. Continue HPC goals and initiatives discussion from March, June, and October Commissioner Toppin Said the Dakota County Historical Society and Hastings Tourism Bureau had hired two interns to develop a revised walking tour. She added that she believes they have finished the project and suggested that after their final project is released, the HPC can discuss any similar projects, if still necessary. Toppin provided additional information on the Lake City century home plaque program. She said it may be nice to do something similar in Hastings during preservation month. She said it could be instead of or along with the preservation awards. She said the Commission had previously commented that it is becoming harder to find preservation award winners. Commissioner Ragan-Scully said that we should temporarily place award winner signs in the yards of award winners. Commissioner Sovik-Siemens commented that the Shoreland Ordinance or the DNR should not allow the removal of tress from the Hudson property along the Mississippi River. VI. Adjourn.
