to earlier in the meeting. Hastings City Code 31.03 provides the structure and order for the City Council
meeting procedure.
Public Hearing Opened at 7:08 p.m.
Hearing no comments
Public Hearing Closed at 7:09 p.m.
Council discussion on the intention of moving the public comments to earlier in the meeting and
this would allow for the public to make comments earlier instead of having to wait until the end of the
meeting. Moving the public comments will hopefully encourage more community members to attend the
City Council meetings. Further discussion on the potential for questions being asked that cannot be
answered at the meeting and will have to be assigned to staff or committees. It was asked if commissions
would follow the same meeting protocol, Attorney Fluegel stated that it would be a policy decision for the
commissions as the ordinance applies to the City Council meetings.
