III. DETERMINATION OF QUORUM
Presentation – Tennis Sanitation – Willie will provide a check in the amount of $489.60 to
Hope Youth Group and also provided the City a revenue share check in the amount of
$202.19.
IV. APPROVAL OF MINUTES
Approve Minutes of the Regular City Council meeting on January 7, 2019.
Minutes were approved as presented.
V. COUNCIL ITEMS TO BE CONSIDERED
Councilmember Folch asked to add an item to discuss the federal government shutdown.
Mayor Fasbender asked this be added as #3 under Administration.
VI. CONSENT AGENDA
The items on the Consent Agenda are items of routine nature or no perceived controversy to be acted upon
by the City Council in a single motion. There will be no discussion on these items unless a Councilmember
or citizen so requests, in which event the items will be removed from the Consent Agenda to the appropriate
Department for discussion.

VII. AWARDING OF CONTRACTS AND PUBLIC HEARING
These are formal proceedings that give the public the opportunity to express their concern, ask questions,
provide additional information, or support on a particular matter. Once the public hearing is closed, no
further testimony is typically allowed and the Council will deliberate amongst itself and with staff and/or
applicant on potential action by the Council.
1. Public Hearing – Ordinance Amendments to Chapter 31.03: Council Procedure
Mayor Fasbender introduced the item requesting Council to hold a public and
complete a second reading of a proposed ordinance amendment modifying the
standard City Council meeting procedure to include the Pledge of Allegiance and to
move the public comment and suggestion section up to earlier in the meeting.
Hastings City Code 31.03 provides the structure and order for the City Council
meeting procedure.

Council discussion on purpose of allowing comments from audience earlier in
meeting and potential ramifications, suggestions on how to manage comments and if
an item is on the agenda comments wait until the item is presented. Question was
asked if commissions would follow same meeting protocol. Attorney Fluegel stated
that would be a policy decision as the ordinance is more prescriptive on council
meeting order.
VIII. REPORTS FROM CITY STAFF
These items are intended primarily for Council discussion and action. It is up to the discretion of the Mayor
as to what, if any, public comment will be heard on these agenda items.

2. Approve Request for Proposals for Executive Search Firm to fill City Administrator
Vacancy
Flaten introduced the item requesting Council to approve the Request for
Proposals for an Executive Search Firm to assist with filling the City
Administrator vacancy. A job description has been created for the position and
reviewed by the Administrative Committee of the Council. This job description will
be finalized with the assistance of the selected search firm. Upon approval of the
Requests for Proposals the City will begin to solicit proposals to firms who have a
known history and expertise in this area as well as publish the request with the
League of MN Cities and on the cities website.
Council discussion on changing the order of items listed in section III. Performance
Specifications and adding additional language to #6. Discussion on purpose of
request and providing clear direction to those firms responding to the proposal
request.
Councilmember Lund makes a motion to move #6 under III. Performance
Specifications after #2 and adding language at the end to state to evaluate job
qualifications and job duties. Seconded by Councilmember Folch.

3. Federal Government Shutdown
Councilmember Folch provided a recap of the effects of the Federal Government
on Minnesota workers and also the impact on Hastings. Contact has been made
with Hastings Family Service and the ministerial group. To date no direct impacts
have been felt, but on January 31 a meeting will be held at Our Saviours Lutheran
Church to discuss potential impacts if the shutdown continues. The Chamber of
Commerce and Dakota County will also be represented.

During this period of time, citizens may speak informally to the Council on subjects not on the agenda

XII. REPORTS FROM CITY COMMITTEES, OFFICERS, COUNCILMEMBERS
Operations Committee meeting on Wednesday, January 23rd at 7:45 a.m. at the
Public Works Facility to discuss to proposed 2019 Neighborhood Infrastructure
Improvements and the City’s Draft ADA Transition Plan for Public Sidewalks and
Trails.
Planning Commission meeting on Monday, January 28th at 7:00 p.m. at City Hall.
Chamber of Commerce Annual Awards Dinner on Thursday, January 24th at
Hidden Greens.
The Administrative Committee of the Council will meet on February 21st to discuss
the Request for Proposals for Executive Search Firms and again on February 28th to
interview firms to assist with filling the vacant City Administrator position.
Councilmember Folch attended a Hastings Environmental Protectors meeting in
which a 2017 study from Met Council showed that Lake Rebecca’s quality has been
downgraded. Potential solutions will be discussed with the Parks & Recreations
Director.
Fundraiser for the family of Melissa Black will be done by the Hastings High School
Basketball Boosters.
