HomeMy WebLinkAbout5 - Comm Dev Report Planning Commission Memorandum To: Planning Commissioners From: John Hinzman, Community Development Director Date: January 28, 2018 Item: Community Development Annual Report A presentation of the attached 2018 Community Development Annual Report will be conducted at the meeting.         City of Hastings Community Development 2018 Annual Report Presented to the City Council – February 4, 2019   The Community Development Department provides land use planning, zoning, economic development, redevelopment, and historic preservation services to the City of Hastings. The three person department provides staff services to the City Council, Planning Commission, Hastings Economic Development and Redevelopment Authority (HEDRA), and the Heritage Preservation Commission. 2018 included work on a variety of projects including:  Transfer of the 100,000 s.f. Hudson Manufacturing Building to Confluence Development to create Great River Landing a mixed use historic rehabilitation including a hotel, apartment, restaurant, banquet facility and commercial uses.  Approval and construction of the 121 space Great River Landing parking ramp at the former 1st National Bank Building site.  Approval of four HEDRA loans totaling $93,300 for commercial and residential improvements.  Sale of city-owned property located at 1465 North Frontage Road for construction of a 3,500 s.f. Aspen Dental Clinic.  Completion of the Vermillion Corridor Study, a plan for economic growth and development along TH 61.  Completed work on the 2040 Comprehensive Plan.  Executed a Joint Powers Agreement to begin the Eastern Dakota County Transit Study to review future transit service.  Construction began on Voyageur Estates Apartments an 88 unit 3 story apartment building east of the Hastings Industrial Park.  Adopted amendments to the City Code pertaining to fences, signs, goats, and special use permits.  Approval of a 60 unit apartment building by Siewert Construction Company to be located at 950 West 31st Street.  Approval of an addition and renovation of the Pleasant Hill Library located at 1490 South Frontage Road.  Execution of a Real Estate Option Agreement with Panache Cidery for acquisition of HEDRA owned property located north of Artspace.  Secured a $23,700 grant from Metropolitan Council to perform environmental investigative activities on vacant HEDRA located north of Artspace.  Construction began on the new Caturia Smidt Funeral Home located at 3075 Vermillion Street.  Secured an additional $250,000 for environmental cleanup of the Hudson\Great River Landing Site. The City has received $4.9 million dollars in grants to date.  Improved and expanded Economic Development Assistance Programs  Approval of 109 new residential building permits totaling $14.3 million.  Approval of 57 commercial building permits totaling nearly $14.7 million. Community Development John Hinzman, Community Development Director Justin Fortney, City Planner Morgan Hill, Economic Development Coordinator Planning Commission The Planning Commission serves as an advisory board to the City Council on matters related to zoning and land use. Commissioners are appointed by the City Council and can serve up to six consecutive years. The Commission meets on the first and third Monday of the month at 7:00 pm in the City Council Chambers of Hastings City Hall. All meetings are televised and replayed on local cable access. Agenda items and meeting videos are available at the City’s website. In 2018 the Planning Commission reviewed 22 applications for new development and changes to the City Code. Aspen Dental Clinic – 1465 North Frontage Road Sale of City-owned property and land use approvals to construct a 3,500 s.f. dental clinic at the northwest corner of Highway 55 and Pleasant Drive. Pleasant Hill Library Addition 1490 South Frontage Road Site Plan approval to construct an addition and renovate the existing library building located at the southwest corner of Highway 55 and Pleasant Drive. South Pines 9 Preliminary and Final Plat Approval to create 25 single family lots along Sandpiper Circle, west of Red Wing Blvd and Tuttle Drive. Activities    Vermillion Shores Apartment – 950 31st Street W Plat and Site Plan approval to construct a three story, 60 unit apartment building located on 31st Street W, near County Road 47. A spring 2019 construction start is anticipated. Great River Landing Parking Ramp – 119 West 2nd Street Site Plan approval to construct a 121 stall parking ramp at the southwest corner of 2nd and Vermillion Streets. Opening in the spring of 2019 the public ramp is funded through a $1.5 grant from Metropolitan Council’s Livable Communities Demonstration Account (LCDA). Great River Landing – 200 West 2nd Street Landscape and Photometric Plan approval for the creation of Great River Landing. Renovation of the former Hudson Manufacturing building into a hotel, apartments, banquet facility and commercial space will begin in early 2019. Landscape improvements funded through at $980,000 grant from Metropolitan Council’s Livable Communities Demonstration Account (LCDA). Resurrection United Methodist Church Parking Lot – 615 West 15th Street Demolition of an existing home to accommodate expanded parking and on-site stormwater ponding at the existing church located at 15th and Maple. Wallin 17th Addition Final Plat approval to create three additional single family lots south of Greystone Road and east of General Sieben Drive. Wise Funeral Home – 400 Spring Street Site Plan approval for construction of an addition to the existing facility located at 4th & Spring Streets. Goat Ordinance Approval of an ordinance to allow for the temporary keeping of goats for control of invasive species and weeds. Intek Plastics – 1000 Spiral Blvd Site Plan approval for construction of a new parking lot and truck entrance at Spiral and Millard Avenues 2040 Comprehensive Plan What should Hastings look like in 2040…? The Comprehensive Plan establishes a shared vision to guide future actions and decisions for a variety of activities including land use, parks, transportation, infrastructure, economic development, and historic preservation. This guidance provides predictability and consistency over time, which encourages continued growth and investments. We plan so that we can act and react in a changing world with a confident understanding of our common values and goals. Comprehensive Plan Steering Committee The City Council appointed a Comprehensive Plan Steering Committee consisting of residents and business owners from a wide variety of backgrounds to review changes and ensure resident input was reflected in the plan. Early In 2018, the 100,000 s.f. former Hudson Manufacturing building was sold to Confluence Development.  Building  permits have been submitted for Great River Landing, a renovation of the historic factory building including a hotel,  apartments, and commercial space.  The building will be linked to the Mississippi River through development of park  and open space amenities accessible to the public.  A 121 stall parking garage is under construction south of the  building. Hastings received $4.9 million dollars in grant funding to assist with redevelopment.  Great River Landing Parking Ramp Construction has begun on the 121 stall parking ramp located across the 2nd Street from the former Hudson Building. The ramp will serve not only Great River Landing, but provide additional public parking for downtown visitors Panache Cidery – Option Agreement HEDRA Executed a Real Estate Option Agreement with Panache to further explore development of a mixed use building containing a cidery on the remaining vacant land of Block 1. Block 1 Redevelopment…Downtown’s Eastern Anchor With development of the 37 unit Artspace Hastings Loft in 2017 HEDRA continues to move forward  with sale and development of the remaining 1.5 acres on the site.  A Phase I and II Environmental  Assessment and Response Action Plan were completed in 2018 thanks to a $23,700 grant from  Metropolitan Council’s Tax Based Revitalization Account (TBRA).     Recognition of Artspace Lofts Artspace Hastings Lofts was a finalist for the  ReScape Community Impact Award by Minnesota  Brownfields, an organization promoting the  redevelopment of environmentally contaminated  sites.  The building was also featured in a 2018  issue of Architecture Minnesota as a great example  of affordable housing construction.   HEDRA LOANS – HEDRA provides Commercial and  Residential rehabilitation loans as well as interest rate  reduction loans to qualifying properties.  Loan terms are  typically 10 years at 0.25% above the Prime Rate.  Loans  are payment and interest free during the first year.  FREE Entrepreneur Assistance – Open to Business  provides FREE one on one guidance and loans for  existing and potential entrepreneurs in growing their  business.   Contact Laurie Crow at (952) 484‐3107 for  further information  Spiral Brewery – 111 East 2nd Street Authorized a $12,300 Economic Development Loan to assist with warehouse expansion and equipment to foster Spiral’s continued growth. National Register Nominations There are sixty-three properties within National Register Districts or individually listed. 5. Inventory Information All national and local inventories and designation records are kept in City Hall, 101 E 4th St., Hastings. The Pioneer Room is a city-owned collection of local newspapers, books, maps, photographs, illustrations and a few artifacts pertaining to Hastings and its residents over the years. Cindy Smith, curator has maintained the role as volunteer on a reduced schedule along with the assistance of other volunteers. CLG grant survey, identification, and designation materials are available through Justin Fortney on the City staff. The historic sites inventory includes National Register and Local Preservation designations for the East Second Commercial Historic District (NR), West Second Residential Historic District (NR), thirteen individual NR sites, the Old Hastings Historic District (local), and the 1994 CLG survey of historic sites and places. 6. Justin Fortney, city staff member attended the 2018 Historic Preservation Conference in Winona in September. 8. Other activities. A. City Hall Masonry restoration with a MNHS capital improvements grant, which should be finished around Thanksgiving. B. LeDuc Estate new roof with a MNHS Legacy grant, which should be completed any day now. C. The HPC reviewed and provided direction and comments on the City’s 2040 Comprehensive Plan Preservation Chapter. Chair Amy Martin was a member of the Comprehensive Plan Steering Committee. D. Kristy Barse, Chamber of Commerce and Tourism Bureau President provided an overview of the tourism study that was completed last year in partnership with the University of Minnesota. She explained the benefits of cultural and heritage tourism and what the Tourism Bureau is currently working on with the Dakota County Historical Society and volunteers. She explained that the Bureau and LeDuc Mansion often receive calls from people looking for tours of the historic resources in Hastings. Barse wanted to meet with the HPC to hear of what efforts have been done in the past and what might work in the future. Past efforts and future ideas were discussed at several meetings near the end of this fiscal year. E.
